Cashier / Payment Manager (CPM) - Project Manager, Solution Architect, and Lead Developer for development and implementation of the CPM system, the Department’s new statewide local payment processing application, responsible for receipting more than 10,000 payments and $3 million per month. Led a five-person development team and coordinated project activities with State and county project stakeholders. Developed project planning documents, system formal requirements and design documentation using RUP concepts and tools. Conducted JAD sessions with users, internal technical staff, and external agencies. Led transition activities for 12 counties and trained more than 250 users. Coordinated transition of electronic fund transfer processes from legacy systems to 3 different local banks. Performed application analysis, programming, and testing activities, developed reports, and implemented several major post-production enhancements. Intercept Database (IDB) Replacement System - Project manager and system architect for development and implementation of the Department’s $1.5M IDB replacement system responsible for collection of more than $450 million annually in back child support payments. Developed project planning documents, including project approval (ITPP and FSR) and procurement (RFO) documents and formal system requirements and design documentation utilizing aspects of the Rational Unified Process and software tools. Led business analysis to understand current environment and legacy systems and develop requirements for the new system. Reverse engineered Adabase/Natural code from legacy system to document specific business processes and algorithms. Child Welfare Systems/Case Management System (CWS/CMS) Adoptions Analysis - Analyzed business needs and efforts to date for $20 million enhancement to this very large, complex public welfare system. Performed alternatives analysis and developed strategic approach to win state and federal financial support for the enhancement. Developed Draft Software Requirements Specification in accordance with IEEE Std 830. Also wrote two As-needed APDUs to request federal financial support for various system upgrades and replacements. Developed standardized approach to developing and formatting requests resulting in development of As-needed APDUs in a fraction of the normal time.Electronic Benefit Transfer Reconciliation Server - Developed Technical Requirements and Scope of Work for implementation of a reconciliation server application to audit actual EBT transactions with the vendor's EBT system reports.Child Welfare Systems/Case Management System (CWS/CMS) Annual APDU - Developed a technical roadmap to help secure on-going federal funding for a $900 million project.
