Led CATF's advocacy work in the West with a focus on clean energy infrastructure deployment, carbon management, transportation decarbonization, and clean electricity. This included advocacy with governors' offices, state agencies, and state legislatures.

Worked with the Center’s Director, former Colorado Governor Bill Ritter, on efforts to accelerate the West's transition to clean energy across all sectors of the economy.Projects included Clean Power Plan implementation, Tri-State’s Responsible Energy Plan, and Colorado’s GHG Pollution Reduction Roadmap.Also served as a technical and policy consultant to Western states on implementation of state climate policy and represented CNEE in its collaboration with other regional groups via the Conveners’ Network, which included an effort to expand implementation of clean fuel standards for transportation.

Led efforts to establish WCI, Inc., the organization that administers the cap-and-invest program for WCI member states and provinces. Served as the organization's first Executive Director and CEO, reporting to a board comprised of senior state and provincial officials. Completed all steps necessary to stand up this new non-profit corporation. Managed agreements with contractors to provide the technical and administrative services necessary to run the cap-and-invest program.

As Project Manager of the Western Climate Initiative, I was responsible for overall management of the process by which 7 Western states and 4 Canadian provinces designed and implemented the first economy-wide cap-and-invest program for greenhouse gas emissions.

During my tenure at Western Governors' Association, I managed the Western Regional Air Partnership from 2000-2008 and the Western Climate Initiative from 2007- 2012. During this time, I also organized the first multi-state meetings on climate policy in the Western U.S., worked with states from across the country to establish The Climate Registry, and served as Co-Chair of the Air Quality Management Subcommittee of EPA’s Clean Air Act Advisory Committee (2005-06).As Director of the Western Regional Air Partnership, I coordinated the development and implementation of regional haze plans for 15 Western states as required by the Clean Air Act to protect and improve air quality in national parks and wilderness areas. Coordinated the participation of state, tribal, and federal personnel, as well as industry and environmental representatives, serving on multiple work groups.

I joined the Regional Air Quality Council (RAQC) staff in November 1990 to develop State Implementation Plans (SIPs) for the Metro Denver area pursuant to the Clean Air Act Amendments of 1990. Subsequently, as the RAQC’s Deputy Director, I led development of the "Blueprint for Clean Air," a multi-pollutant air quality planning effort for the Metro Denver Area. In both cases, I worked with a large and diverse board of directors comprised of state and local officials, industry representatives, and environmental groups. Supervised the efforts of WRAP staff as we completed extensive technical analysis and evaluated a range of air pollution control programs.
