During this time, I also organized the first multi-state meetings on climate policy in the Western U.S., worked with states from across the country to establish The Climate Registry, and served as Co-Chair of the Air Quality Management Subcommittee of EPA’s Clean Air Act Advisory Committee (2005-06).As Director of the Western Regional Air Partnership, I coordinated the development and implementation of regional haze plans for 15 Western states as required by the Clean Air Act to protect and improve air quality in national parks and wilderness areas. Coordinated the participation of state, tribal, and federal personnel, as well as industry and environmental representatives, serving on multiple work groups.

I joined the Regional Air Quality Council (RAQC) staff in November 1990 to develop State Implementation Plans (SIPs) for the Metro Denver area pursuant to the Clean Air Act Amendments of 1990. Subsequently, as the RAQC’s Deputy Director, I led development of the "Blueprint for Clean Air," a multi-pollutant air quality planning effort for the Metro Denver Area. In both cases, I worked with a large and diverse board of directors comprised of state and local officials, industry representatives, and environmental groups. Supervised the efforts of WRAP staff as we completed extensive technical analysis and evaluated a range of air pollution control programs.
