Guides technical team subject matter experts through systems requirements development, defining specifications, developing statements of work and contract data requirements lists (CDRL) for new ship acquisitions.

Delivered acquisitions support to the U. S. Coast Guard National Security Cutter (NSC) Program Management Office. Contractor PM delivering project management oversight of the contractor team supporting the NSC program execution, consisting of technical work package development and implementation and execution of funding packages to support post delivery activities.

Led 45-person team of technical and logistics professionals, in the management & oversight of the $4B Fast Response Cutter shipbuilding program. Program Management Office direct representative, accountable for onsite design review, construction, testing, crew training, and warranty support. Worked closely with Contracting Officer to reduce review cycle times for contract deliverables and on time delivery of cutters.

2nd-in-command of 113-acre heavy-industrial shipyard and Base w/ 600+ personnel(civilians/military). Led Base support activities (military police, barracks, galley, personnel services, Morale Welfare & Recreation, & Facilities Engineering) for host command, visiting ships & tenant units with a total population of 900+ personnel. Accountable for facility security, safe operation of day to day activities. Executed oversight of human resources- hiring, employee discipline & termination activities. Led Labor/Management council weekly meetings; maintained a positive, conducive working relationship between management and trades union leadership. As the Responsible Management Official, executed HR personnel actions over bargaining unit employees; held accountable to personnel policies & bargaining agreements.

Responsible for program level oversight & management of applied research in emerging and state of the market technology for surface assets. Provided project managers with key information necessary to make informed decisions in acquisition of major systems for mission execution.

Department Head for unit's largest department. Managed 46 personnel & 4 divisions. Accountable for Sector mission support & logistics, including administrative & personnel support, vessel and facilities engineering, finance & supply, & medical for over 600 military & civilian personnel from 9 multi-mission Search & Rescue stations and 2 Ice-Breaking tugs. Acquired and managed all resources needed to support mission execution within the Detroit/Great Lakes Sector to include administration of a $2M+ annual budget, personnel & equipment readiness, and personnel training.
