• Ensuring that the project’s Environmental and Social Impact Management Framework is applied and complied with in all projects implemented in the province; • Assess environmental and social impacts and risks of proposed projects in the province, and ensure that ineligible proposals that involve substantial environmental and social impacts are not approved. For eligible projects, ensure that adequate measures are in place to mitigate adverse environmental and social impacts (ensure that environmental and social safeguards checklist (ESSC) is applied to each sub-project before final approval); • Preparation of technical designs, bill of quantities and cost estimates, and other technical requirements for projects; • Reviewing the technical designs of complex projects before final approval; • Supervision of the construction/ implementation of projects in the province; • Reviewing and approving the Operations and Maintenance (O&M) plans for all the projects implemented in the province; • Undertaking Engineer’s Audit for all projects completed in the province. This audit checks and certifies that the project has: (i) complied with the minimum engineering standards required of the constructed/renovated community infrastructure, and (ii) established adequate O&M mechanisms to sustain the community infrastructure. Any defects or omissions identified in the audit are rectified within a given time frame before full completion is certified; • Undertaking Safeguards Audit for all projects completed in the province. This audit checks and certifies that the environmental and social safeguard mitigation measures identified during subproject planning and indicated in the checklist have been fully complied with. The audit also identifies any defects or omissions that needs to be rectified within a given time frame before full completion is certified; • Manage the Project-level Grievance Redress Mechanism (GRM).

• Liaising between Government Supervisors and Operators and/or Leading Hand personnel to make sure they are working within required Day’s Works and Contracts Specifications and instructions; • Reporting all Day to Day Works – including Maintenance requirements - in a Weekly Basis to the Managing Director (MD) and Government Employers; • Plan, manage and allocate resources within various Projects effectively to achieve quality results and meeting deadlines;• Prepare Bill of Quantities ;• Supervise pavement repairs, drainage works, earthworks, gabion works, concrete works and upgrade works and making sure quality work is maintained and in accordance with “Department of Works Specification for Road and Bridge Works” ;• Prepare Quality Plan and Maintain safety in Project Site ;• Prepare Environmental Management Plan (EMP) / Environmental and Social Management Plan (ESMP) and implement/monitor in a monthly basis (report) • Interpret technical drawings to the non-technical crew personnel.
