•As the first Cyberspace Warfare Officer and Information Operations Staff Officer at MARFORPAC, developed 3 lines of efforts and 35 supporting objectives to support service requirements in the USINDOPACOM Area of Responsibility. This effort was briefed to leadership and resulted in a 50% increase in personnel to execute the vision. •Developed initial MARFORPAC Campaign Order Appendix 16 (Cyberspace Operations) to ensure Fleet Marine Forces received cyberspace operations guidance and tasks. •Proposed and received approval for division re-organization, collapsing Information Capability sections into the Information Warfare Branch, creating efficiencies in coordination and execution. •Led efforts to initiate MARFORPAC/PACFLT Effects Cell to integrate I and III MEF requirements and support competition objectives. •Successfully guided the intelligence planning team through a tense, high-tempo period on the Korea Peninsula, to include responses to North Korea's inaugural intercontinental ballistic missile test and nuclear detonation tests.•Led J-35 intelligence planning efforts to support the whole of government Pressure Campaign, which assisted facilitation of the historic Korean Peace Summits.•Implemented novel Open Source methods to inform J-2 and leadership of provocations during 5 crisis planning events. •Coordinated and developed Intelligence Preparation of the Battlespace products, intelligence estimates, OPORD Intelligences Annexes and Appendices for 6 CFC Rehearsal of Concept Drills, and over 50 intelligence products during bilateral Exercises. The military and doctorate staff develop critical thinkers, innovative problem solvers, and ethical decision-makers to serve as commanders and staff officers in service, joint, interagency, and multinational organizations confronting complex and uncertain security environments. Graduates can build and lead effective joint, interagency, intergovernmental, and multinational teams. In either a command or staff position, graduates possess the ability to design, direct, coordinate, and execute military plans across the operational continuum in a joint and interagency environment in a multinational setting.

•Developed long-term vision and structure increase to mature CI/HUMINT support to cyberspace operations, to include 10 Lines of Effort approved by the Senior Intelligence Officer. •Proposed initiative to integrate a CI detachment at the Service’s CSSP operations center to identify CI and insider threats, and coordinate response actions. Initiative approved by the Commanding General.•Oversaw development of the Cyber Incident Response Process, which was adopted as the baseline for G-2X incident response efforts for MARFORCYBER subordinate commands.•Managed publication of the first Intelligence Information Report (IRR) for MARFORCYBER, resulting in an inundation for requests for support and significantly increasing the Intelligence Community's and DoD's situational awareness of a key adversarial cyber actor.•Led NCIS coordination on threats targeting the Marine Corps, resulting in 11 NCIS investigations based on malicious cyber activity and establishment of a permanent NCIS agent assigned to MARFORCYBER.*Performance Evaluator comments: “Captain Duncan was hand selected to fill the challenging billet as MARFORCYBER's G2X due to his maturity and his results-based leadership. •Served as USCYBERCOM Mission Commander for over 110 real-world cyberspace operations.•Planned, developed, and led the training curriculum for certification of 16 Mission Commanders. •Revised the USCYBERCOM Mission Commander Joint Qualification Standard, increasing the knowledge and practical application requirements by 150 percent. •Led and supervised training, planning, and coordination to support execution of all offensive cyberspace operations. •Served as primary advisor to USCYBERCOM J3 on cyberspace operations courses of action, employment considerations, and operational risk during exercises, crises, and contingencies.•Served as Mission Commander for Marine Corps team during Joint Service Exercise CyberFlag 13-1, which earned “Team of the Exercise” award based on performance during the exercise.•Coordinated and led cyberspace operations workshops for 100 USCYBERCOM executive personnel.*Performance Evaluator comments: “His ability to foresee and plan for unexpected problems is unique and highly sought after; just knowing that he is involved with an operation, exercise, or project gives all leadership a sense of relief because they know it will undoubtedly succeed. Expeditionary Warfare School is a 41-week resident school designed to educate and train company grade officers in order to prepare them mentally, morally, and physically for billets of increased leadership responsibility across the Fleet Marine Force and the Joint Force, with emphasis on the warfighting capabilities of a Marine Air Ground Task Force operating within a complex and distributed Naval expeditionary environment.

•Supervised and managed a task organized CI/HUMINT Detachment (CHD) and linguists to execute time sensitive Military Source Operations, interrogations, screenings, US service member debriefs, tactical site exploitation, counter-surveillance, Missing-In-Action (MIA) investigations, and CI Threat Vulnerability Assessments (TVA). •Planned and executed CI/HUMINT operations to support Regimental Combat Team (RCT) 8 combat operations during Operation Iraqi Freedom 09.1.•Advised RCT 8 Commander on all CI/HUMINT employment and recommend target packages for enemy personalities, organizations, and installations. •Proposed a dynamic employment methodology to maximize available resources, which was approved by the RCT 8 Commander. This resulted in a significant increase in reporting which directly impacted the RCT Commander’s decision-making and caused other services to emulate the employment methodology.•Successfully established a Bilateral Intelligence Program with the Iraqi Police and Iraqi Highway Patrol across eleven Iraqi police stations. •Successfully established multiple collection platforms in a unique Joint Service Area of Operations resulting in over 70 published IIRs. •As Senior Reports Officer, directed quality control and dissemination of over 200 IIRs in the Multi-National Force-West Area of Operations. •At the onset of a wildfire that threatened the unit's facility, immediately initiated a recall of key personnel to converge on the affected facilities and save millions of dollars of equipment, volumes of classified material, and assist emergency personnel in battling the blaze.•Awarded Navy and Marine Corps Achievement Medal.
