Provided environmental permitting, land use permitting, and compliance support to oil field operations in California. Performed as subject matter expert for environmental issues and regulations affecting California’s oil and gas industry. Coordinated activities involving land use permitting, air emissions permitting, CEQA, and related compliance. Managed hazardous materials and wastes, including CERS submittals and manifest tracking. Developed field manuals, guidance documents, and compliance plans. Accomplished project goals on time and within budget, while engaging with multiple consultants. Employed stormwater runoff handling practices mitigating need to install costly treatment systems, including use of on-site retention, percolation basins, wood chips, and compost socks to filter runoff. Collected data related to greenhouse gas (GHG) monitoring for burning of natural gas, compiled all data as per U.S. EPA and California regulatory requirements, and conducted annual reporting. Secured $100K annually by conducting all data collection and reporting tasks in-house for NPDES permits, including treated water discharges and stormwater. Supervised regulatory compliance for NPDES permits in California allowing for discharge of treated oil field wastewater into surface water containing multiple endangered species, while managing sampling, data analysis, adherence to regulatory requirements, and all reporting. Served as key liaison for communications and negotiations with government regulatory agencies, such as U.S. Fish and Wildlife Service, California Coastal Commission, California Department of Fish and Wildlife, Regional and State Water Quality Control Boards, Air Pollution Control/Air Quality Management Districts, and County Planning and Building Departments.Sentinel Peak Resources purchased Freeport-McMoRan’s assets in 2017 (see later position for Sentinel Peak Resources).
