Managed the day to day operations of the Non-appropriated Funds Employee Benefits Program servicing 20,000 + eligible civilian employees worldwide. Program included a defined benefit plan; defined contribution plan 401(k); a self insured group medical and dental plan (preferred provider and indemnity); a basic, optional and dependent life insurance plan; an accidental death and dismemberment plan; a long term care insurance plan; a flexible spending account and a retiree medical plan. Initiated and formulated plans, policies and program changes to the NAF employee benefits program. Studied all program operations and administrative support functions on a continuing basis, revised and streamlined as needed. Annually, reviewed, revised, wrote and published standard operating procedures, summary plan descriptions, open season booklets, web page and retirement projection spreadsheets for the employee benefits program. Assisted in analyzing cost effectiveness of self-insured programs to project current operating expenses and future obligations. Ensured adequate funding was collected and available to meet needs/reserves for the program plans. Served as contracting officers representative for annual retirement and retiree medical plan valuations. Provided annual benefits presentations, retirement seminars, transition briefings and individual retirement counseling to Army staff headquarters and Army installation employees world-wide. Subject matter expert for Public Laws 101-508; 104-106 and 107-107 (Portability of Benefits between civil service and NAF employment) related issues. Educated and trained civil service advisory staff, the Army Benefits Center, DFAS, Human Resource Offices and civilians on these Public Laws. Supervised staff of 18.
