Mr. Carbary developed the protocol and structured workflows in the Construction Management Software (e-Builder) for scheduling, approving, and documenting commissioning activities for Electrical and I&C Systems for a $200M Program consisting of 8 different Construction projects. Mr. Carbary coordinates, schedules, and conducts loop testing (Functional and Performance) for the Supervisory, Control and Data Acquisition (SCADA) System that controls the Treatment Plant and power distribution system within the treatment plant. Mr. Carbary coordinated and conducted SCADA system commissioning with PLC and HMI Programming Staff, Contractor Staff, and Owners Operation Staff of a critical and continuously operational treatment plant. Mr. Carbary also participates in providing training to plant operation and maintenance staff.

Resident Engineer- Fairfax County, VA Noman Cole Pollution Control Plant, MCC/DC Rehabilitation Project 2016 - 2019. Served as Resident Engineer for a $77M Project that involves the replacement of Distribution Centers, Motor Control Centers, and Control Panels (PLCs) throughout the treatment plant. As Resident Engineer Mr. Carbary administered and enforced the Contract between the Owner (Fairfax County) and the Contractor (Clark Construction). Administering the Contract involved coordinating shop drawing review, incorporating changes to the Contract, reviewing and authorizing applications for payment. This role also involved administering the turnover process to the Owner after construction, testing, and training, and the punchlist phase was completed.

Served as Resident Engineer, Resident Inspector, and Startup Engineer for a $7.5M upgrade to Building Q at the UOSA. The project involved the replacement of (3) 13.2kV switchgear line ups that provide power to the Regional Water Reclamation Facility. The project included a new control system for both the switchgear, and the existing (3) 2.5 MW diesel generators. The control system included emergency mode and closed transition operation with utility power sources for peak shaving/load shedding capabilities. The project had significant constraints due to the replacement of the main power source feeding a critical and continuously operational facility. The project was completed on time and on budget, with minimal impacts to plant operations.

For wastewater collection and treatment facilities in operation, Mr. Carbary evaluates Operations, Maintenance, and Management strategies and suggests improvements to plant staff and/or design engineers. Mr. Carbary also focuses on the commissioning of newly constructed wastewater facilities. His commissioning expertise focuses on electrical and instrumentation and control systems, and process/mechanical for solids and pumping systems. Mr. Carbary participates in a leadership role on many facility startups, and provides process/mechanical/electrical/I&C training to plant staff, as needed.

Commissioning Manager - Flat Branch Pump Station Upgrade, Upper Occoquan Service Authority (UOSA), Centreville, VA. 2010 – 2013. Provided construction oversight for Electrical and I&C Systems and startup services. The facility included 550hp pumps, 5MW generators, a ventilation system for generation equipment, and ventilation and odor treatment for wastewater process. Mr. Carbary also completed the facility O&M Manual and provided operator and maintenance training to the staff responsible for the facility. Capital Cost $45M

Paul is the Director of Green Fields for the Alexandria Sanitation Authority (ASA). His responsibilities include planning, directing, and coordinating the activities of solids treatment and processing, as well as the biosolids management program. ASA is a 54 MGD advanced wastewater treatment facility.

Paul worked in the Instrumentation and Control group for an environmental engineering firm and specialized in wastewater plant automation, facility startup, and optimization

Electrical Superintendent, Herring Electric Inc., Sterling, VA, 1995 - 2002. Mr. Carbary was Electrical Superintendent on several construction projects for wastewater and water treatment facilities, responsible for the overall electrical systems installation and commissioning. His duties included planning the installation, coordinating construction and startup activities, directing the efforts of 10 – 15 electricians, and coordinating with the client and engineer to ensure a high-quality installation. Mr. Carbary served as Electrical Superintendent for a new solids processing facility at the Town of Leesburg, Virginia’s pollution control facility. The solids handling facility included sludge screening, sludge blending, dewatering via belt filter press, then further dewatering via dryer, pelletization, and storage. The facility uses an Andritz Dryer and Pelletizing System for producing Class A Biosolids. Mr. Carbary was responsible for the electrical and control system installation, and participated in facility startup and checkout.
