• Act as General Counsel of IMS Government Solutions, QuintilesIMS’ government contracts subsidiary, responsible for appropriate internal systems and organizational structure to support QuintilesIMS’ $20M government contracts business so that it is compliant with government contracting and GSA Schedule requirements. • Established internal policies, creating standard, repeatable and auditable processes for proposals, contracts, procurement, records retention, ethics training, pricing and labor rates, and various other processes to ensure compliance.• Lead legal counsel on a variety of QuintilesIMS’ healthcare and technology initiatives, including licensing of SaaS offerings to pharmaceutical, payer and other healthcare industry clients; healthcare analytics and research; development of mobile health apps; and clinical trial tools and services. • Provide advice, education, training and legal direction on contractual issues, FDA matters, health care fraud and abuse laws, privacy and other laws impacting the commercialization of health care-related products and services.• Led company-wide, global initiative to develop and implement new “third party licensing” system, policies and processes, and managed multi-disciplinary team to establish those processes by developing and implementing technology-enabled tools and resources.• Responsible for coordinating and overseeing bid protests, contract disputes and litigation, and voluntary and mandatory disclosures to the Inspector General.
