Served as a State Department representative to the inter-agency Hostage Recovery Fusion Cell at FBI HQ, uniting ~40 representatives from across the USG to locate and recover Americans held hostage by terrorists around the world, and to support their families during sometimes lengthy captivity. My role as a member of the Family Liaison Team was to fly to the family's living room in the U.S. to break the bad news, explain what the USG knew and did not know, what the USG could and could not do, and what we needed the family to do and not do. I maintained close contact with the families throughout captivity, dealing with many emotional ups and downs, and sometimes preparing them for meetings with the highest levels of the USG. Lots of public speaking to business groups about how to protect their employees overseas and how to work with the USG in the event of a hostage-taking event.

Guadalajara, Mexico

Supervised a staff of 15 American officers, 25 local hires, and 50 local contractors. Ran the 7th largest visa operation on the planet, efficiently processing and interviewing 2000+ applicants daily for U.S. visitor's visas. Coped with a space that was far too small and crumbling, as well as numerous high-profile and sensitive cases involving narcotics kingpins. Maintained close coordination with local and border authorities to expedite frequent cases of burn and crash victims requiring life-saving treatment in the U.S. Frequent public speaking in Spanish to students, business people, and on radio call-in shows.

Helped Members of Congress resolve high-profile constituent services cases involving the Department of State, including Americans arrested abroad, the evacuation of Americans during the closure of the U.S. Embassy in Syria, and issuance and denial of visas to foreigners attending sensitive events in Members' districts. Developed new technologies to track Member inquiries and cases. Led monthly webinars to train Congressional staffers on how to work with the Department. Trained hundreds of State Department officers on how to work with Congress.

Principal liaison to the U.S. Department of Homeland Security for counter-terrorism matters, including aviation security, tracking of terrorist travel, and sharing of biometric information of known and suspected terrorists .

Ljubljana, Slovenia

Sole Consular Officer, supervising a staff of two local hires. Interviewed 50+ applicants daily for U.S. visitor's visas, and provided the full range of U.S. Government services to the small U.S. citizen community residing and traveling in country. Lots of public speaking in Slovene to business and student groups.

Mexico City, Mexico

Managed a staff of 16 local hires and 5 American officers, Directed the full range of U.S. government services to one of the largest populations of U.S. citizens overseas. Coordinated in-person official visits to 100s of Americans in prison in Mexico in order to protect their safety and their rights to due process. Helped to rescue Americans affected by the anti-government rebellion in the southern Mexican state of Chiapas.

Wrote time-sensitive and high-profile all-source intelligence analysis for the Secretary of State related to political and military developments in Colombia. This was as the U.S. was launching the $1B+ counter-narcotics Plan Colombia; briefed 50+ Members of Congress in one sitting on the history, recent developments, and intelligence picture in Colombia.

Calcutta, India

The last sole U.S. Consular Officer covering all of eastern India -- now they are up to five officers. Interviewed 100+ applicants daily for U.S. visitor's visas, detecting sophisticated fraud and forgery. Aided U.S. citizen in distress, including hunting for Americans missing and stranded after the Category 5 Super Cyclone that struck Orissa in October 1999. Regular public speaking to audiences of 500+, usually comprised of Indians interested in studying in the U.S. Managed a staff of five local hires.

Belize City, Belize

Junior of two U.S. Consular Officers. Interviewed 100+ applicants daily for U.S. visitor's visas, detecting document fraud, false identities, and alien smuggling. Aided U.S. citizens in distress, including spending a long weekend in jail to protect a scared American 13-year-old arrested on drug charges.

Wrote "Hidden Killers -- The Global Problem with Uncleared Landmines," President Clinton's 1994 report to Congress that first detailed the scale and scope of the humanitarian crisis. After countries' civil wars ended, worked with the formerly-warring factions to create unified teams to clear unexploded landmines to prevent further civilian deaths. Traveled first-hand to start such programs in Angola and Bosnia, and supported programs in Cambodia and Mozambique.
