The primary role of the Lead Consultant Paramedic is to ensure the highest quality of patient care via strategic leadership, policy development and the implementation of strong clinical leadership throughout the organisation. Working in partnership with internal and external stakeholders the post holder will be responsible for ensuring that the organisation delivers the highest standard of clinical care and that all targets and objectives are met in line with national and local standards. Of particular importance is clinical leadership in shaping and delivering across all aspects of SAS Strategy ‘Taking Care to the Patient’, a truly transformational program to 2020 and beyond.The Lead Consultant Paramedic will represent SAS on a national basis at various forums. Deputising for and advising the Medical Director when required. The Lead Consultant Paramedic, personally and in line managing others within the Clinical Directorate, will ensure a senior clinical presence is maintained across the relevant business areas of the organisation. The Lead Consultant Paramedic will contribute and advise the strategic leadership of the organisation through the reporting of progress against clinical objectives, professional leadership and consultation.

Undertake a Needs Assessment and Situational Analysis, to be completed by March 2019. This will also provide a collaboratively developed assessment of healthcare need and a long term sustainable, costed plan, to deliver (this is in line with WHO guidance and the Tropical Health Education Trust (THET) principles for long term, sustainable health partnerships). The key elements of this work will include: - A Rapid Response Situation Analysis, which will include information available, profile of district, health status and problems, management support systems. - Health status indicators and determinants including intelligence and knowledge around unmet health needs and capacity in local healthcare facilities and in the community.- Undertaking a situational analysis of the emergency response and transfer of patients to emergency facilities including determining performance gaps. - A Community Health Needs Assessment/Appraisal- Identifying trainable skills and competencies and prioritising training needs and medical supplies and equipment. - The whole project will be underpinned by extensive relationship building and working in partnership with key stakeholders, existing health partnerships in country and government officials in country. This is a critical part of this development mainly due to a lack of available health data, thus making it a resource intensive process.

I support policy development in full alignment with quality strategy, route map and the five year plan for health and social care in Scotland. This involves leading on the analysis and provision of recommendations across various programs, reports and developments, focused on patient safety, clinical governance, quality assurance / improvement. I complete a wide range of policy development and implementation work, collaborating with external agencies, including NHS Boards, the third sector and academic institutions in conjunction with fully engaging with key stakeholders.I have been recognised for my strong political awareness and leadership skills which has ensured the achievement of health care quality objectives. I regularly represent the organisation at key national events and deliver briefings to ministers and senior officials.Additional duties include attending regular strategic divisional management meetings, chairing standing or short-life groups and networks and deputising for the Head of Quality Team and Deputy Director for the Quality Unit as required.Key Achievements- Successfully delivered and secured approval for all health board local delivery plans, covering Safe and Quality Domains in 2013 / 2014 and Safe for 2014 / 2015- Personally selected as Policy Clinical Lead for the review process of clinical standards- Acting as Policy Clinical Lead on a Parliamentary Bill to introduce the offence of wilful neglect to Scotland- Led a major national strategy focused on addressing out of hospital cardiac arrest Out-of-Hospital Cardiac Arrest: A Strategy for ScotlandThe Out-of-Hospital Cardiac Arrest(OHCA) strategy, which has been developed in collaboration with a range of stakeholders, is a 5 year plan with the aim of ensuring that by 2020 Scotland becomes an international leader in OHCA outcomes. The headline aim is to save an additional 1,000 lives by 2020.

During my long and successful career working for the Scottish Ambulance Health Board, I achieved several promotions leading to my final role as Head of Clinical Governance Quality and Patient Safety. While working in this role I was responsible for leading and managing all clinical governance and patient safety elements of the service, as well as leading, developing and implementing and effective, robust and comprehensive strategy and associated national work programme to mitigate against clinical risk across the organisation.
