Starting in Phase II, Paul diagnosed issues in the children’s storybook/literacy resources supply chain and sought to build public-private partnerships to address them. He conducted human-centered design workshops and consultations with over 50 stakeholders to diagnose root causes for quality and quantity issues in the supply chain from all perspectives and gather early-stage solution concepts for future workshop activities. Ultimately, cross-sector partners were brought together with the Minister of Education, leading publishers and grassroots stakeholders shaping forthcoming national book procurements and national literacy policies.
