Report directly to Director of Public Safety in leading one of the largest law enforcement agencies in state of Ohio. Administer overall operations of Division of State Highway Patrol per Sections 5503.01-5503.33 of Ohio Revised Code, which includes Office of Field Operations, Office of Criminal Investigation, Office of Planning and Finance, Office of Strategic Services, and Office of Personnel. Establish long and short term strategic direction.Administer annual budget and financial programs. Direct operational and administration programs of all highway patrol offices, sections, units, districts, and posts. Supervise highway patrol lieutenant colonels, majors, and related support staff (approximately 2,600 employees). Purchase equipment critical to ever-increasing demands on operational units, including aviation and UAV technology (SRT and crash reconstruction drones), new side arms, helicopters, and fixed wing aircraft.* Skillfully managed resources and grew agency’s personnel strength to its largest in 85-year history of Highway Patrol in face of flat biennial budget over last 3 biennial budgets, accomplished through highly disciplined management effort. Ended FY 2017 with $11,000 balance and FY 2018 with $0.00 balance, never accomplished in history of the state agency.* Guided Accreditation Unit in patrol achieving highest national accreditation level (Gold Standard with Excellence) from Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA).* Established Asset Forfeiture Management Division, which codified and standardized process for managing, tracking, and following up on receipt of shared funds from federal agencies resulting in significant increase in equitable sharing check submissions to agency. Utilize asset forfeiture funds for multi-million-dollar canine training facility, canines and training equipment and vehicles, aviation projects, night vision equipment, patrol posts, and numerous training programs.

* Accountable for development and implementation of programs that included:- The Ohio Investigative Unit: Accountable for consolidation / merger of Ohio Investigative Unit (OIU), a stand-alone operation under Department of Public Safety brought under direct oversight of Highway Patrol, comprised of enforcement agents who are fully sworn plain-clothes police officers accountable for enforcing Ohio's alcohol, tobacco and food stamp fraud laws.- Public Safety Leadership Academy: Primary architect in development of leadership program. Partnered with Ohio State University – John Glenn School of Public Affairs and worked closely with numerous law enforcement personnel from across Ohio and several other states to form leadership training course recognized as only one of its kind nationally. Brought innovative, accredited, college-level training to law enforcement officers with course curriculum designed to improve participants’ skills in managing and directing divisions within law enforcement agencies.- Mid-Ohio Pursuit Driving School (Emergency Vehicle Operations): Developed partnership between OSP and Mid-Ohio Sports Car Course personnel to develop advanced driver training course to enhance dynamic driving skills of officers under high speed conditions utilizing Dodge Charger Pursuit vehicle. Combined training with additional driving course organized through partnership with Transportation Research Center (TRC) for emergency vehicle operations training, one of only a few of its type nationwide.- Canine Master Trainer Program: Developed with assistance of Kansas Highway Patrol, facilitated training of interdiction canine personnel to develop template to build Ohio program, allowing termination of private vendor contract and saving funding for reinvestment in the interdiction program. Canine specialists attended 10-week master trainer course and received national master trainer certification.

* Developed state-wide drug /criminal interdiction program, successful in 12-county area in southern Ohio. Tasked with expanding program to encompass entire state. Modified divisions organizational structure, which included designating significant funding streams, identifying personnel allocations, and developing / delivering training curriculum, with program becoming national model for interdiction. * Oversaw division’s Crime Lab operations, which included 3 crime lab renovation projects and doubling of crime lab staff. Conducted Kaizen event to drastically modify crime lab processes and protocols, eliminating sizable case backlog and improving turnaround times for drug submission analysis. Achieved national standard crime lab accreditation (first national accreditation), with crime lab operations becoming division’s crown jewel.* Accountable for division’s Special Response Team (SRT) operations. Adjusted unit’s operational focus to warrant service and fugitive apprehensions, which involved formation of partnership with federal agencies.* Directed Office of Investigative Services (OIS), which represents criminal investigation arm of division. Facilitated cultural change by realigning investigative focus of section to providing investigative resources to patrol officers and away from rendering of services to Ohio prison facilities.

Served in role across 2 separate areas of state, with each district command covering 12 Ohio counties consisting of 250 personnel. Supervised staff lieutenants, troopers, and lower-level uniform / non-uniform staff.
