Sydney Metro Western Sydney Airport is the new $11bn railway line which will service Greater Western Sydney and the new Western Sydney International (Nancy-Bird Walton) Airport.Paul was responsible for management of utilities and the collation of utility data into a distinct package of information, as well as the negotiation and execution of utility interface agreements. Paul was the Principal Representative responsible for the critical early works contracts including:- Temp Construction Power at 6 sites including 4 x TBM supplies – Metro saving of $20mil and 6 mths ahead of program.- Transgrid 330KV tower relocation for Stabling yard and Track completed ahead of program and on budget.- Water upgrade to SMF completed 8 mths ahead of required date - Sydney water main upgrades at multiple sites delivered ahead of time.- Temp Water for TBM’s delivered ahead of program.- 132KV Switching Station with Endeavour Energy ahead of program Paul led the management of Interface Agreements including Sydney Water, Water NSW and TransGrid.Paul led the negotiations with Endeavour Energy regarding the SM-WSA 132kV permanent power. As part of the commercial negotiations and contract agreement Endeavour will design and install the 132kV feeders for SM-WSA, thus reducing SM-WSA’s commercial and programme risk.

Sydney Metro West is the new $25bn underground railway linking the Sydney CBD with Greater Parramatta by the second half of the 2000s. Key areas identified to be serviced by Sydney Metro West are Westmead, Parramatta, Sydney Olympic Park, The Bays Precinct and the Sydney CBD.Paul was responsible for management of utilities and the collation of utility data into a distinct package of information, as well as the negotiation and execution of utility interface agreements. Paul managed the Early & Enabling Works for the project including Utility Site Investigations.Paul was responsible for the management of utilities and was responsible for de-risking utilities from the $25bn project. This included obtaining power for the tunnelling boring machines, relocating numerous sub-stations, relocation of major high pressure gas mains and managing/obtaining certified utility designs (Sydney water / power).Paul was the Principal Representative leading the Utility Early Works including the critical Tunnel Boring Machine construction power. This included the design and construction of 2.5km of 33kV from Rozelle STS to the Bays Station site. The works were delivered on time and under budget.

Paul was the Director Utilities on the $19bn Sydney Metro - City & Southwest responsible for utilities management across the project. Paul established Sydney Metro's utility processes and procedures. Paul was the Utility Manager for the successful award of the $2.8b Tunnels and Station Excavation (TSE) Contract and was responsible for the delivery of utilities as part of the TSE Implementation Group.Paul was the Utilities Manager on the $1b Southwest Metro (SWM) project. This is an upgrade of the existing Sydenham to Bankstown alignment to metro standards. Paul was the Utilities Manager on the SydenhamStation Junction (SSJ) Contract. The Sydenham Station and Junction Works Package involved the transition elements from the Sydney Metro City and Southwest tunnel to the to be converted Bankstown heavy rail line. Paul was responsible for major utility works including a proposed Sydney Water aqueduct, Transgrid 330kV, Ausgrid 132kV, major Telstra relocation and Axicom communications tower relocation.Paul was the Utilities Manager on the $1b Central Station Main Works Project. The Central Station Main Works contract is for the connection of the new Sydney Metro to existing Central Station transit services. Central Walk is the construction of a 19-metre wide tunnel from Chalmers Street, linking to new Sydney Metro platforms under Central.Paul was responsible for the relocation of all utilities from 70 buildings in the CBD to allow demolition of buildings and was the Utility Manager responsible for co-ordinating the future utilities for over site development at each of the Sydney Metro Sites.Paul was responsible for the Sydney Metro Utility Site Investigation Contract. This involved slit trenching in CBD city centre environments as well as live railway environments.Paul was the Sydney Metro representative responsible for permanent power negotiations, contract execution and installation with Ausgrid 33kV at Artarmon, Surry Hills and Campsie.

Paul is currently a Utilities Project Manager on the $1.6B Sydney Light Rail (SLR) project where he was responsible for assessing the risk presented by utilities to the overall project delivery, and for assisting in the devising of a strategy for packaging that risk so that it is understood, accepted and priced by the Project and the PPP. Paul undertook a gap analysis of the existing utilities survey on appointment and ensured targeted works were undertaken to rectify them. Paul’s specialities include Ausgrid’s Electircal Assets, Major Communication networks (Telstra, Optus, Verizon), Sydney Water, Jemena and Local Councils and Roads Dept Infrastructure (traffic loops, CCTV etc).Paul was the technical lead feeding into utility interface agreements, which included Ausgrid, Sydney Water and the City of Sydney. He also undertook technical pier reviews of the draft utility agreements.

As Project Manager Paul managed the $135M, 35,000m2 residential and 4,000m2 commercial mixed use property development in Wollongong, through feasibility, concept design and schematic design.

As a member of the track and rail infrastructure team Paul was responsible for managing the installation of the new overhead wiring footings and structures. Paul’s role included planning of works including staging, forecasting of costs, contract administration, design management, procurement of plant, labour, and materials as well as weekly and monthly progress and cost-reporting to the Construction Manager.

This design and build contract involves the construction of 12km twin track passenger rail line from Glenfield to Leppington via Edmondson Park. Paul’s role involved the procurement of circa $80M for the Rail Systems Team. Paul managed the procurement process for all aspects of Rail Systems including the rail, ballast, sleepers, OHW structures, four HV substations, HV comms cables, signalling bungalows, OHW structures, airmains and catenary. Further duties involved forecasting, cost reporting, tendering, contract administration and the day to day management of sub-contractors and suppliers.

This contract involved the design, tender, procurement and construction of a 350 space carpark, adhering to 26 local authority planning conditions, ranging from flood culvert relief to bat surveys.

This contract involved the planning, design and tender award for the installation of cycletracks, footways and public lighting along routes of the existing light rail system. Value $350k.

This contract involved modifications to the finishes along Luas Line C1, the 1.4km light rail extension from Connolly Station to the Point Depot. Contract value €400k.

Paul was responsible for the design, tender, procurement and construction works of the permanent widening of the existing Abbey Street Luas Light Rail Stop in city centre Dublin.Budget Value €150k. The project was completed on time and 35% under budget.

Somage, Sacyr and Bowen (joint-venture) are the Contract B1_400 contractors appointed to design and construct the railway and railway infrastructure. Paul was responsible for overseeing the construction of the 7.5km railway infrastructure along Line B1, including 3.9km of embedded, 1.8km of ballast and 1.8km of plinth track. Eleven new tramstops (including the upgrade of the existing Sandyford stop) and four substations were constructed. Paul's responsibilities included: Programme and productivity (track production) analysis Quality management including the issuance of non-conformance notices Design, supply and commissioning of the power supply to the stops and substations Chairing of weekly site meetings with the contractor to progress the works Ensuring all health, safety and environmental obligations are adhered to on site

Claims Management - Contract B1_400 is a FIDIC yellow book contract, with amendments. Paul was responsible for:i) Responding to circa 350 contractor claimsii) Preparation of data and involvement in final account negotiationsiii) Production of Engineer’s Representatives Report for Engineer’s Determinationsiv) Management of Contractor’s Extension of Time submissionv) Production and presentation of Dispute Abritration Report to Dispute Arbritation Board

Contract B1_100, Value €20M, involved all road and utility diversion works necessary to facilitate the re-alignment and upgrading of all roadways in order to provide a corridor for the light rail extension. Utilities included gas, electricity, telecommunications, drainage and water. This contract was a traditional FIDIC red book contract, with amendments. Paul's role on this project was that of resident engineer including:- Chairing of weekly site meeting with the contractor in which health and safety issues, programme / progress issues, environmental and quality issues were all discussed- Timely resolution of on-site construction problems- Liaison with utility companies and local authorities- Project Safety Construction Supervisor resulting in Health and Safety monitoring and review of method statements and risk assessments-Compilation of as-built data (including data recording) and preparation of safety file
