Paul is a Chartered Civil Engineer with Client, Consultant and Tier 1 Contractor experience, who specialises in Utilities Management on major infrastructure projects. Paul was the Director Utilities for the Sydney Metro Program which includes Sydney Metro City & Southwest, Sydney Metro West and Sydney Metro Western Sydney Airport.     Sydney Metro Western Sydney Airport is the new $11bn railway line which will service Greater Western Sydney and the new Western Sydney International (Nancy-Bird Walton) Airport.Paul was responsible for management of utilities and the collation of utility data into a distinct package of information, as well as the negotiation and execution of utility interface agreements. Paul was the Principal Representative responsible for the critical early works contracts including:- Temp Construction Power at 6 sites including 4 x TBM supplies – Metro saving of $20mil and 6 mths ahead of program.- Transgrid 330KV tower relocation for Stabling yard and Track completed ahead of program and on budget.- Water upgrade to SMF completed 8 mths ahead of required date - Sydney water main upgrades at multiple sites delivered ahead of time.- Temp Water for TBM’s delivered ahead of program.- 132KV Switching Station with Endeavour Energy ahead of program Paul led the management of Interface Agreements including Sydney Water, Water NSW and TransGrid.Paul led the negotiations with Endeavour Energy regarding the SM-WSA 132kV permanent power. As part of the commercial negotiations and contract agreement Endeavour will design and install the 132kV feeders for SM-WSA, thus reducing SM-WSA’s commercial and programme risk.

    Sydney Metro West is the new $25bn underground railway linking the Sydney CBD with Greater Parramatta by the second half of the 2000s. Key areas identified to be serviced by Sydney Metro West are Westmead, Parramatta, Sydney Olympic Park, The Bays Precinct and the Sydney CBD.Paul was responsible for management of utilities and the collation of utility data into a distinct package of information, as well as the negotiation and execution of utility interface agreements. Paul managed the Early & Enabling Works for the project including Utility Site Investigations.Paul was responsible for the management of utilities and was responsible for de-risking utilities from the $25bn project. This included obtaining power for the tunnelling boring machines, relocating numerous sub-stations, relocation of major high pressure gas mains and managing/obtaining certified utility designs (Sydney water / power).Paul was the Principal Representative leading the Utility Early Works including the critical Tunnel Boring Machine construction power. This included the design and construction of 2.5km of 33kV from Rozelle STS to the Bays Station site. The works were delivered on time and under budget.

    Paul was the Director Utilities on the $19bn Sydney Metro - City & Southwest responsible for utilities management across the project. Paul established Sydney Metro's utility processes and procedures. Paul was the Utility Manager for the successful award of the $2.8b Tunnels and Station Excavation (TSE) Contract and was responsible for the delivery of utilities as part of the TSE Implementation Group.Paul was the Utilities Manager on the $1b Southwest Metro (SWM) project. This is an upgrade of the existing Sydenham to Bankstown alignment to metro standards. Paul was the Utilities Manager on the SydenhamStation Junction (SSJ) Contract. The Sydenham Station and Junction Works Package involved the transition elements from the Sydney Metro City and Southwest tunnel to the to be converted Bankstown heavy rail line. Paul was responsible for major utility works including a proposed Sydney Water aqueduct, Transgrid 330kV, Ausgrid 132kV, major Telstra relocation and Axicom communications tower relocation.Paul was the Utilities Manager on the $1b Central Station Main Works Project. The Central Station Main Works contract is for the connection of the new Sydney Metro to existing Central Station transit services. Central Walk is the construction of a 19-metre wide tunnel from Chalmers Street, linking to new Sydney Metro platforms under Central.Paul was responsible for the relocation of all utilities from 70 buildings in the CBD to allow demolition of buildings and was the Utility Manager responsible for co-ordinating the future utilities for over site development at each of the Sydney Metro Sites.Paul was responsible for the Sydney Metro Utility Site Investigation Contract. This involved slit trenching in CBD city centre environments as well as live railway environments.Paul was the Sydney Metro representative responsible for permanent power negotiations, contract execution and installation with Ausgrid 33kV at Artarmon, Surry Hills and Campsie.
