Direct program managers, research/data analysts, and communications staff responsible for the design and implementation of energy efficiency and alternative energy programs in the state of Maine. The programs provide information and financial incentives to all customer classes, for all fuel types, to promote the purchase and installation of high-efficiency lights, materials, and equipment and some distributed generation. The resulting energy efficiency lowers energy costs while reducing greenhouse gas emissions, enhancing energy independence and promoting economic security. Oversee and guide work to manage: program budgets, competitive bidding processes, service contracts, program implementation, tracking and reporting of results, and program evaluation. Advise the Executive Director on all matters related to the Trust’s programs.

Directed facilities, technology, food service, and transportation departments for the largest school district in Maine. Collaborated with the Superintendent, Chief Financial Officer, Chief Academic Officer, and Human Resources Director to provide organizational leadership ensuring implementation of district goals, academic priorities, and operational systems and procedures. Interfaced with the school board, city government, and other organizations on behalf of the Superintendent. Negotiated collective bargaining agreements; communicated district activities to media and public; provided input on human resources protocols; negotiated purchase and lease of new properties; oversaw liability insurance; and assisted response to worker compensation claims and training to minimize future claims.-- Secured more than $10 million in local funding for capital infrastructure improvements.-- Dramatically improved technology service across elementary schools and provided reliable 1:1 devices in middle and high schools, professional development for staff; and upgraded wiring.-- Led the development of and advocacy for a $75 million plan to replace one elementary school and renovate four others to achieve 21st century learning environments for all students.-- Created efficiencies through consolidation of 100 staff and key services, identifying and securing properties and relocating two administrative offices and an educational program in the heart of the city, near families requiring them and complementary public services.-- Transformed underperforming department through setting clear expectations, developing consistent procedures, and hiring and coaching an effective director.

Directed projects in regulation and policy development, strategic planning and program evaluation, training, communication and outreach, survey design and data collection, and meeting support for an $11 million division within one of the largest for-profit government and business research and consulting firms in the world. Developed annual and multiyear business plans, including input on strategic planning for the overall division; recruited, hired, evaluated, coached, and disciplined staff; oversaw budgets and schedules for multiple projects occurring simultaneously and with tight deadlines; prepared monthly reports and invoices; ensured appropriate quality review; managed subcontractors; and communicated with clients on project performance and priorities.-- Created a new business unit by winning a $13 million contract, providing $2 million a year in new revenues, supporting 100 project staff. Additionally, won a $28 million contract with another client.-- Enhanced policy and budget dialogue between U.S Environmental Protection Agency and the White House Office of Management and Budget by leveraging knowledge and key staff in both agencies.-- Directed the successful regulatory review, analysis, and document preparation for the revision of significant and controversial regulation that affected over 600,000 energy sector and other businesses.

Successfully collaborated with committee members, superintendents, and city officials to strengthen financial condition of school district and build public confidence. Designed, presided over, and facilitated board meetings, often involving controversial issues and public interaction. Served as spokesperson for committee, including presentations to the City Council, interviews with the media, and presentations to the public. Collaborated with other committee leaders and the superintendent on multiyear budgeting and comprehensive planning.Led school board efforts to correct deficiencies in the district's accounting systems and operations, resulting in a budget surplus three years after a $2 million deficit; and oversaw development of three $90 million budgets for Portland schools that received overwhelming support in public referendums even in the wake of the budget deficit.

Led interagency reviews of regulations, often negotiating among conflicting interests. Briefed high-level White House officials on controversial regulations. Evaluated agency data collection activities to maximize the usefulness of the information, employ sound statistical and analytical methods, and minimize public burden.Significant topics included hazardous waste identification and listing, hazardous waste manifest system, recycled hazardous secondary materials, corrective action management, financial assurance, military munitions ranges, land disposal restriction (LDR) treatment standards, hazardous waste combustion, cement kiln dust, solid waste disposal facilities and practices, fossil fuel combustion wastes, and others.

Managed, designed, and conducted integrated risk and economic analyses of proposed federal regulations governing animal waste, pesticide use, hazardous waste cleanup, and lead contamination. Directed research activities of multidisciplinary teams of senior analysts, analysts, and research assistants. Developed budgets for and managed approximately $750,000 worth of task orders. Served as Deputy Program Manager of $7.4 million contract on environmental and energy issues related to the fuel and transportation sectors. Gave professional presentations to U.S. Environmental Protection Agency staff at several levels of management. Communicated both to scientists about the implications of federal regulations and to federal officials regarding the use of scientific information in policy decisions.
