As the senior career official for the Center for Medicaid and CHIP Services, Ms. Thompson provided critical executive leadership to a number of important initiatives and ongoing operations, including:• Development and implementation of enhanced match and new conditions and standards for Medicaid eligibility and Medicaid Management Information Systems;• Coordination and cooperation between Medicaid, CHIP and the Marketplace, at both the federal and state levels, including regulatory action, business process models, business requirements, state funding, monitoring of critical paths, problem resolution, and mitigation strategies;• Issuance of requirements for the Basic Health Program, to cover individuals between 133 and 200 percent of federal poverty levels, using funds otherwise expended in the Marketplace for this population’s coverage;• The development and execution of new approaches for consistent and reliable review and analysis of Medicaid managed care rate-setting, and development of modernized policies for oversight of Medicaid managed care programs;• The development and federal approval for delivery system reform pools and the initiation of the Innovation Accelerator Program;• The negotiation and approvals of state requests for Medicaid waivers, including those related to section 1115 authority for premium assistance in the Marketplace, delivery system reform, financing pools, coverage, and expansion of managed care;• The development of Medicaid program integrity initiatives and strategies, including the development of the overall agency framework for Medicaid program integrity, implementation of a new PERM program for testing eligibility accuracy, closer inspection of Upper Payment Limit compliance, and standard approaches and testing for proper FMAP claiming for expansion populations; and • Financial reviews and actions relating to state claiming for federal match under both Medicaid and CHIP.
