Resource Facilitation (RF) as adapted by the Rehabilitation Hospital of Indiana (RHI) has dramatically altered return to work for Hoosiers with brain injuries. In just 7 years, RHI’s RF Department has improved Hoosier return to work from 18% to 82%. My role is to create an environment in which this rapidly growing program can continue to innovate and improve. This includes refined business processes, budget management, policies and procedures, public policy innovation to support clinical innovation and government relations. It is a real privilege to work with this group of talented and creative professionals.

DDRS has 7 divisions, over 700 employees, serves over 40,000 Hoosiers with disabilities and will spend about $1.2 billion in SFY 2010.• Accomplishments: Reduced spend by over $100 million dollars and reinvested in new services, Consolidated case management leading to dramatic service and system improvements, Implemented new: Crisis Management, Expanded technical support for providers, Reduced costs of services in Vocational Rehabilitation by 50% while increasing those served, Closed two state hospitals, Managed DOJ consent decree to closure, Adaptive Technology market transformation. NASDDDS, a trade association representing all 50 state developmental disability directors: March 2008, member of national policy advisory group, May 2009, named to board of directors.

• Duties: Lead a team that advised members on legislative and regulatory interpretation and compliance, represented NAMIC interests before the National Association of Insurance Commissioners. Legal and regulatory advocacy on high profile issues. NAMIC represents over 1,400 P&C insurers comprising roughly 40% of the premium in the United States. • Accomplishments: NAMIC point person for formation and member guidance on the Terrorism Risk Insurance Act of 2002 (TRIA) and the USA PATRIOT Act, Advocated and published on tort and regulatory reform, Authored Model Law adopted by the American Legislative Exchange Council, advocacy strategies that positively distinguished NAMIC from other advocates.

• Duties: Built compliance programs for the newly effective Americans with Disabilities Act (ADA), Regulatory Reform, Competitive contracting and contract management, Hearing Officer for parking tickets, Public policy tracking and analysis for Mayor Goldsmith (later in the administration). • Accomplishments: Used competitive contract to bring the Indianapolis Public Transportation Corporation (IPTC) into compliance with the ADA, Negotiated and managed ADA compliance agreement with the Federal Highway Administration, Ensured ADA accessibility for Conseco Fieldhouse without litigation, Taxi deregulation, Managed downtown bicycle patrol contract used GIS technology to track and reduce crime, Used GIS technology to identify and implement high impact accessibility project on 10th Street resulting in high volume wheelchair ridership on fixed route buses.

• Duties: Prosecuted bench and jury trials from misdemeanors to major felonies. Other positions held: Assistant Supervisor Misdemeanor Division, Chair DWI Task Force. Lead prosecutor for: Drugged Driving, Check Deception, Vice, Obscenity and RICO prosecution. • Accomplishments: Successfully introduced federal drugged driving interdiction program into Marion County court system, closed several adult bookstores in Marion County, tried roughly 50 jury trials and was undefeated in major felony jury trials as a Deputy Prosecutor.
