Kosovo

Assistance to the Ministry of Energy and Mining. Responsible for the development of a National heat strategy for Kosovo in line with EU requirements for energy efficiency, increased use of renewable energy and reduced green house gas emissions; on the job and formal training of Ministry staff on heat sector planning. The strategy comprised introduction of i) more efficient coal fired boilers and stoves for heating of individual houses and ii) cleaner coal technologies. Romania

Technical assistance for preparation of project pipelines. Managing a team of 30 international and local experts in order to ensure the preparation and delivery of 3 comprehensive project applications for rehabilitation of the co-generation/ district heating schemes in 3 cities in Romania in close cooperation with the EBRD, with the purpose to increase energy efficiency and reduce air pollution in accordance with EU and Energy Community Treaty legislation. Management of the overall co-ordination, monitoring, reporting, and other activities. The work entailed development of a long-term phased 150 mill. EUR investment programme in the field of co-generation, district heating/Large Combustion Plants and preparation of a portfolio of projects including 3 applications on co-generation, district heating/LCPs and the associated supply/works tender documentation (FIDIC Yellow and FIDIC Red) to be financed under EU structural instrument. Responsible for technical, financial and environmental feasibility analysis of schemes for supply of district heat to new settlement areas in five Danish towns, based on small scale natural gas or biomass CHP, financed by E.ON. The analysis followed national and EU guidelines with regard to valuation of carbon dioxide and other green house gas emissions. Technical secretariat for the INOGATE programme. The programme promotes transport of energy within 20 participating countries as well as transport of oil and gas from the Caspian towards Europe. Regional coordinator for Central Asia. Responsible for the programme’s activities in Central Asia. A major part of the work concentrated on the planning of future programme activities and drafting of ToRs for future projects related to energy efficiency, renewable energy and harmonization of technical standards. Tacis and the Balkans/Cards Monitoring Programme. Responsible for the monitoring of Europe aid activities in Central Asia. Managing a team of 25 staff including 2 European and 6 National Monitors in five countries in Central Asia. A major part of the projects monitored dealt with infrastructure rehabilitation, especially within the energy and transport sectors, including a large number of feasibility studies and master plans prepared in accordance with WB, EBRD and other IFIs requirements in order to stimulate investment. Advising EC Task Managers and Contractors on procurement activities within the projects in accordance with EC procedures was an important part of the work. The work furthermore entailed training in logical framework analysis and ToR drafting for internal staff, National Coordinating Units and EU Delegations. Client: Europe Aid

Monitoring of Tacis energy sector projects. Responsible for the monitoring of approximately 100 energy sector projects financed by Tacis in Caucasus, Central Asia and Mongolia. Most of the projects included preparation of feasibility studies/master plans for national and regional infrastructure development projects in accordance with WB, EBRD and other IFIs requirements in order to stimulate investment. Among the proposed investment projects were feasibility studies and demonstration projects on renewable energy, improvement/replacement of boilers, rehabilitation of oil, gas, electricity and district heating infrastructure and measures to avoid energy waste at end-users. Another important element was unbundling of the existing sector conglomerates in accordance with the EU acquis communautaire for the energy sector. Advising EC Task Managers and Contractors on procurement activities within the projects in accordance with EC procedures was an important part of the work.
