• Conducted and managed civil/geotechnical design and permit design/modification for various municipal solid waste and hazardous waste facilities in the States of Texas, Oklahoma, and Arkansas. The design primarily included Subtitle D liner and leachate collection system, final cover system, gas management system, and groundwater monitoring system.• Prepared a composite liner CQA plan for both soil liner and flexible membrane liner; managed and conducted construction quality assurance (CQA) program to install soil and geosynthetic liners at both municipal and hazardous landfill sites. Served as a certifying engineer for various liner construction and final cover installation projects.• Conducted and managed closure of hazardous waste facilities which included cap design, implementation of a CQA program, construction oversight, contract administration, and overall project management. Prepared petition for Alternate Liner Design (ALD) demonstration using GCL in the States of Texas and Oklahoma. Performed computer modeling (Multimed) for various alternative liner systems.• Prepared construction plans and technical specifications for construction of Subtitle D liner and final cover systems and leachate storage ponds. Prepared bidding documents and performed contract administration.• Conducted geotechnical and hydrogeological investigations for various landfill lateral and vertical expansion projects. Contracted and coordinated subcontractor to perform the field exploration. Assigned laboratory testings for collected soil/rock samples to meet regulatory requirements and obtain engineering design parameters.• Supervised installation of groundwater monitoring wells and gas monitoring probes at the municipal solid waste landfills.
