09/15 – 10/22 General Atomics Aeronautical Systems- Assist with procurement and subcontract with Commercial Identification Determination (CID)- Participating in certifications, fact-finding, negotiations and audits relative to the labor estimates, as well as participating in any should-cost and pricing reviews with management and the Program Office.- Responsibilities include researching and analyzing historical data, developing and applying factors, and developing/reviewing learning curve analysis to support proposal efforts.- Support audits & negotiations of proposals. Provide in-depth knowledge of FAR other applicable government regulations.- Creating and presenting any necessary proposal package to Operations as well as Program Office as required.

Interface with various internal teams such as the program office, engineering, production control as well as customers & of course the supply base. Lead cross-functional teams for complex products that require supplier development teams. Provide delivery assurance as well as cost management. Extensive experience along with industry leading tools to procure development and initial production flight worthy hardware & equipment. Ensure that the day to day supply management activities such as building RFQs, negotiations and purchase orders issuance are appropriately processed so that the supplier can execute on quality, on time and at cost. Also ensure on time delivery & quality via robust project management experience and tools. Attend program material/status meetings and production meetings as required. International travel to suppliers.Managing cost in a fast paced program will require exceptional negotiation skills to stay below target cost while maintaining an aggressive schedule on either short term or a long term agreements. Lead negotiation teams to convert tactical buys into cost saving strategic agreements a must. Time management skills and the ability to handle high volumes of work are essential in the fast changing environment for new product introduction. Participate in ACE/Continuous improvement events and activities such as Value Stream Mapping or Kaizen events; Contribute to the ACE culture by implementing 5S and two way communications.

-Sources and purchases machinery, equipment, tools, raw material, packaging materials, parts, services, and/or supplies necessary for operation of an organization. -Compiles and analyzes statistical data to determine feasibility of buying products and to establish price objectives. -Compiles information to keep informed on price trends and manufacturing processes. -Confers with suppliers and analyzes suppliers operations to determine factors that affect prices and determines lowest cost consistent with quality, reliability, and ability to meet required schedules. -Reviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends, follows up orders placed, verifies delivery, approves payment, and maintains necessary records.

-Develop, analyze, evaluate, coordinate, prepare and support Northrop Grumman cost proposals to commercial and government customers. -Ensure accuracy, adherence, compliance and maintenance of estimating system. -Working closely with project management team to complete profit analyses for budgetary estimates and formally priced project plans in accordance with existing contractual guidelines and procedures. -Pricing and advising proposal team on resource unit based pricing for various managed services. -Communicating and coordinating with the program team, business management, contracts, sub-contracts, and technical team will be an integral part of this position. -Knowledge of Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS)

-Sources, purchases, plans, / schedules the movement of raw materials, packaging materials, parts, components, services, supplies, finished goods and related material through production and inventory process.-Identifies raw material, component, related requirements from engineering / production specifications / schedules.-Purchases, plans, coordinates resulting material movement throughout manufacturing and inventory sequences.-Analyzes data and determines factors that affect prices, determines lowest cost consistent with quality, reliability, ability to meet required schedules.-Reviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends, follows up orders placed, approves payment, and maintains necessary records of material movement throughout manufacturing and inventory cycle(s).-Coordinates and follows up with production, warehouse, and engineering personnel to ensure appropriate procurement, scheduling, and movement of materials and services.
