Human Resources Manager
December 2007-Present, Valley Youth House, Allentown, PA; Administrative Associate, Payroll and Benefits Administrator:• Manages group benefits including health, vision, dental, vision, long-term disability, life insurance, supplemental insurance, FSA, HRA, employee assistance and COBRA for 200 benefit eligible employees. Participates in negotiations with potential benefit providers. Insures smooth open enrollment. Reconciles all benefit related invoices. Maintains productive relationships with benefit providers and brokers. Successful in keeping annual increases in health care costs reasonable without sacrificing coverage. • Administers 401K and 403B retirement plans including enrollments, terminations, and rollovers. Insures plans are ERISA compliant.• Oversees external recruitment.• Responsible for all workers’ compensation processes including accident reports and investigations.• Administers outsourced payroll system (Jet Pay) for organizational population of 380 employees in multiple locations and jurisdictions.• Maintains HRIS database for over 2000 current and former employees.• Manages external audits, including Workers Compensation and 401K.• Processes new employee procedures including criminal background checks, drivers’ histories, drug testing and orientation.• Manages conversion from manual timesheet to electronic time clock system.• Computes bi-weekly payroll, including section 125, tax, and garnishment deductions.• Calculates and manages data with regard to benefit eligibility, PTO accruals, FMLA, and extended leave utilization.• Fulfills requests for employment verification.• Initiates changes in employee policies to comply with various employment laws, such as the Fair Labor Standards Act and HIPPA, and to maintain a positive work environment.• Supervises one full time administrative assistant.• Reports to Director Human Resources.
