Duty Reliability Manager

Duty Operations Manager Engineering
• To establish and maintain a process to prioritise the rectification of asset faults such that the needs of LU are served appropriately and engineering resources are utilised in the most efficient and cost effective manner without compromising safety and quality standards. • Manage the effective communications and decision making activities in the resolution of all line incidents/failures • Liaise with the Senior Operating Officer, Network Operations Managers, Service Managers and functional leads to inform them of the status and performance of the assets on a line basis. • On a shift basis, to manage and co-ordinate the Engineering response, including the call out of Contractors. • To authorise on-shift variations to pre-planned track and station access arrangements for works, ensuring that such decisions are in the best interests of LU. • To assume Silver or Bronze status, where appropriate, under FIM. To act as the engineering coordinator or nominate a duty manager as engineering coordinator for operational incidents, activating Engineering resources as necessary to resolve any engineering conflicts and update the Senior Operating Officer and Network Operations Manager. • Manage Possessions by monitoring the progress of the Possession. Providing onsite support to the Possession Managers and Engineer in Charge, organise and coordinate an overrun recovery procedure. • Ensure the smooth transition from Engineering to Traffic Hours at the start of the Service Day and from Traffic to Engineering Hours at the close of traffic. Liaise with the Track Access Manager and Service Manager with resumption of Operational Traffic on a line basis. • To ensure that contractors comply with all rules and regulations in connection with protection of staff as stated under ‘possession’ rules or via the Line Safe/Line Clear procedures on a line basis. • Manage the implementation of the adverse weather process for the asset teams.
Section Inspection Manager
• Produce inspection plans to meet contractual requirements. • Rigidly ensure compliance of all mandated inspections in accordance with plans and to required Standards. • Ensure all work arising is recorded and correctly prioritised within the Ellipse system. • Specify remedial work to enable condition of asset to be maintained to required standard and assist with work planning process to ensure that work is completed within required timescales. • Carry out work scoping and produce a work package for Minor Works Manager to deliver. • Be involved as required in the planning process, and attend regular planning meetings in order to enable delivery of maintenance. • Manage and motivate operational staff to deliver plans in a professional manner as specified to support the Asset Inspection and Servicing Manager in the achievement of train performance, track quality, defect reduction and budget objectives. • Ensure day-to-day competency and development of engineering staff. • Ensure safe systems of work for staff including subcontractors, such that work is carried out in accordance with CDM, completed risk assessments and method statements to the correct standard of safety with minimum risk to operatives and other persons. • Assist in third party complaints for the Line. • Provide accurate reports on condition of the asset as required by the contract or as required by the Asset Inspection and Servicing Manager. • Develop and manage a full filing process for non Ellipse records. • Maintain and provide input to appropriate asset condition databases. • Direct and undertake inspections in accordance with laid down procedures. • Responsible for performance of my track team (10 Staff). • Maintenance renewals proposals.
Track Inspector
• Populating the track maintenance and inspection programme, to ensure that track assets meet company and Business Unit Safety and Quality standards required for the operation of the scheduled train service. • Inspect the track to promote the safety of customers, staff and contractors, ensuring that all aspects of the Company’s Safety Policy and processes are complied with together with relevant Health and Safety legislation. • Monitor the maintenance work bank to ensure the work is undertaken to programme and to established quality and safety standards. • Prepare Inspection programmes based upon own awareness of track conditions and intelligence gathered widely from operations and adherence to engineering standards. • Develop and maintain high standards of staff performance and productivity through effective communication and people management. • Monitor performance of internal and external contractors undertaking track work and other line side maintenance work ensuring that such work complies with safety and quality standards. Agree method statements before work commences and will accept the quality of work on completion. • Carry out technical investigation into public complaints relating to Track Condition or Noise & Vibration. • Assessment of staff for SCL purposes (Protection Master and T001/2/3). • Respond to emergencies working such hours and times as necessary to ensure safe operation of the railway.
Track Technician
• Plan and prioritise own work and work of others • Project manage internal projects and contract work which involves extensive liaison and thorough understanding of contract compliance. • Analyse TRV/AVI/ATMS data and propose corrective works where appropriate • Maintain records of (for example) rail defects and rail stress condition and report on recommended action • Allocate resources – labour, plant and equipment when necessary • Plan and organise engineer’s trains as necessary • Plan and organise trials of new plant, equipment and PPE, produce reports and progress follow up actions. • Undertake inspections in order to identify problems and develop solutions in a logical and practical manner • Assess the impact of new equipment, legislation and procedures and improve existing method, procedures, systems and documentation. • Develop new working methods and procedures. • Undertake surveys using equipment such as optical levels and track gauges, often in poor weather and poor light conditions • Conduct briefings, make presentations, and issue work instructions, to staff and managers at all levels • Meet with customers to resolve complaints • Produce clear, concise and accurate work instructions from what is often highly technical engineering information • Produce well structured and presented reports, minutes, and programmes. • Regularly meet contractors and internal maintenance teams to plan, agree, and review schedules, costs and logistical arrangements. • Regularly liaise with suppliers to agree purchase type, volume, costs and delivery dates • Regularly meet with other units to ensure projects are properly planned and executed
