I also serve as the Global Coordinator for the Global Socioeconomic Monitoring Initiative for Coastal Management (SocMon) where I coordinate the work of regional coordinators across 6 global regions to facilitate community-based socioeconomic monitoring of coral reef and fishing communities (www.socmon.org).My past work and educational experience combines natural resource management, resource economics and environmental policy. I hold a B.Sc. in Zoology as well as a Masters in Marine Sciences from the University of the West Indies, Mona Campus (Jamaica). I also hold a PhD in Marine Studies (Marine Policy and Resource Economics concentration) from the University of Delaware. Prior to working at NOAA, I have over 15 years experience in private environmental consultancy and academia. This includes environmental management, coastal ecosystem monitoring and management and undergraduate teaching. More recently my work includes the identification and economic valuation of ecosystem services, survey development and implementation, long term social science monitoring in coastal communities as well as economic impact analysis of habitat restoration.

Duties include incorporating social sciences and economics into the operations of the office, estimating the local, regional, and national economic impacts and value of the habitat protection and restoration activities that the Office of Habitat Conservation supports and undertakes, leading the effort to scope and implement grants or contracts for socio-economic monitoring on a selected set of American Recovery and Reinvestment Act (ARRA) habitat restoration projects. Current activities include; ARRA Economic Impact analysis, Elwha River Ecosystem Service Valuation study, Restoration Center prioritization, Coastal Blue Carbon, Principles and Guidelines (Water Resources Development Act).

I was employed to Environmental Solutions Limited (Audit and Technical Services Division). My duties involved working mainly with private sector and a few public sector clients, assisting them with monitoring, mitigation and control of industrial pollution. Some projects included industrial waste-stream audits, national solid waste management assessments, indoor and outdoor air quality assessments, outdoor noise assessments and long-term water quality monitoring programmes for receiving water bodies. In addition to pollution control and water quality monitoring, I was also tasked with conducting various environmental impact, rapid ecological and watershed assessmentsAs a Projects Officer I was had team leader responsbility for some projects while assisted other teams in the completion of specified tasks related to various projects.
