Peter is an independent education research consultant with over 20 years experience in FE. LEA, Awarding Bodies and government regulators. The main focus of this is on the development, delivery and management of qualifications but as a consultant has been involved in work for EDGE on vocational learning methodology, for QCA on bureaucracy in assessment and City and Guilds on the role of government agencies in skills strategy. He was the project manager for the team working with Awarding Bodies and SSCs on Strand 4 of the Vocational Qualification Reform Programme. In 2006 he was an Associate of the Research Centre for the Learning Society at Exeter University and worked with them on performance based assessment & grading for teaching assistants. He worked with QCDA on comparative qualification frameworks in EU countries and in establishing a comprehensive research database on 14-19 reforms,His most recent work has been for Tribal in evaluating England –Africa HE education partnerships, for City & Guilds on higher level strategy and Ofqual on the use of Textbooks.His major projects and publications include• ‘Supporting the Unemployed in Further Education’ - FEU 1988• ‘Quality in Further Education’ - 1991 Herts LEA• ‘The Moderating Instrument’ 1992 - BTEC• ‘Assessment Panels 1992- 1993’ - BTEC• ‘Scrutiny Of GNVQ 1996-97’
