Peter is a Special Counsel in Holding Redlich's Property & Projects Group and specialises in environmental, planning and local government law.Prior to joining Holding Redlich, Peter was responsible for the New South Wales Government’s planning reform agenda.Peter has a particular interest in the following areas of planning law: Major development (State significant development and State significant infrastructure), The online provision of planning information and services (ePlanning),  Large-scale renewable energy projects, and  Development contributions.

Responsible for the development of the legal framework and policy associated with the NSW government’s ePlanning program. The $51 million, four year program is part of the broader whole-of-government push towards new digital service delivery models as part of the NSW ICT Strategy and the ICT Strategic Framework objectives. The benefits of the ePlanning program include enhanced quality and reliability of planning data across New South Wales, improved transparency, greater confidence in the planning system and time and cost savings for industry, the community, councils and the Department.

Provide legal advice to the Infrastructure and Land Release Divisions of the Department around precinct planning in Sydney's Growth Centres and development contributions.The role involved providing advice on all issues associated with the release of land in New South Wales in accordance with relevant strategic planning frameworks and the provision of infrastructure contributions under the EP&A Act through section 94 contributions and section 94A levies, special infrastructure contributions and voluntary planning agreements.The main areas of responsibility included acting on behalf of the Minister in the preparation and negotiation of voluntary planning agreements with developers and managing external legal providers in the preparation of planning agreements.
