A portfolio, programme, project and assurance expert with significant experience of senior operational management and in the delivery of programme and projects (300K to £100M+), including high profile public service, crime reduction, community safety and construction initiatives for the Home Office, the Police, Fire Service, Central and Local Government. A GMPP High Risk Review Team leader (75+ Reviews). Programme/Project Delivery Advisor (PPM expert) currently based in IPA. He is an authority on the assurance of major programmes and projects (provision of support, advice and challenge) of high risk GMPP programmes (Examples - HS2, HMCTS Reform, Common Platform, MoJ FITS, UnITy, Lightening 2, Future Maritime Services Strategy, HMCTS Reform, ESMCP, the HO EU Portfolio, 10k Prison places, etc.). Acts as a NED for 15 HO/MoJ programmes. IPA lead for all HO/MoJ EU Exit Transition PPM activity. (FBIS/EU Settlement Scheme, Independent Monitoring Authority (IMA), etc.). The IPA senior RTL/RTM trainer. He is an experienced Stakeholder manager having whilst a PD in various national programmes effectively gained senior and operational stakeholder buy-in, from over 60 organisations. He created, implemented and managed 3 national Police standards (Crime and incident recording and Call-handling). He also managed the use and introduction of various performance management models into the Police and Fire Service, and Central and Local Government. He Has delivered various international benchmarking initiatives. Whilst in the Fire Service he managed the development and implementation of a series community safety strategies (led to a 23% increase in customer satisfaction and 46% increase in service delivery). Whilst in Local Government he managed the delivery of various Highways and Public Realm initiatives (£50m+). This involved the Introduction of core Programme Management approaches, a significant change in organisational approach and up to 200% reduction in costs. He has managed teams of over 300 people and developed effective relationships with senior clients including the Home Secretary’s, Junior Ministers, Council Leaders and Chief Officers.
