• Presently assigned to preside over a variety of criminal infraction cases in several high-volume departments. Cases encompass the following areas: juvenile, traffic, fish and game, transit, illegal habitation and other quality of life violations. Regularly preside over arraignments, dispositions, motions, ex parte matters and contested trials. A significant percentage of the litigants are homeless, mentally ill, and/or drug-addicted. Since being elected by the judges for the San Diego Superior Court in 2015, Commissioner Singer has presided over approximately 35,000 criminal infraction bench trials. He also presides over Small Claims and has presided in Housing Court. He is regularly engaged in providing training and serving as a mentor for temporary and new judges. • As an active educator with the California Judicial Education and Research (CJER) arm of the California Judicial Council, Commissioner Singer teaches New Judge Orientation, Primary Assignment Training and is a on the faculty of the B.E. Witkin Judicial College, having most recently taught in August 2023.• Selected by the Chief Justice of California to serve on the Judicial Council’s Traffic Advisory Committee.

As of 2020, LCSC is working to identify opportunities in order to duplicate its flagship community to assist in meeting the needs of low income San Diegans. Our hope is to either re-purpose existing commercial real estate or develop utilizing new constructon.
