Co-founder, Director and Chairman of RethinkUK CIC, the parent organisation for RethinkGM, who research and undertake action against UK CAZ/LEZ schemes, determining the correct course of action with respect to determining the balance of socio-economic benefits that such schemes provide, as a measure of profitability, control and success.RethinkUK was founded in 2021 and established itself as the primary resource for subsequent delivery of public opinion and action proposed to mitigate the impact of charges for using the publicly adopted highway network. The company set out to research project methodologies, research and technical guidance, as used in approaching government for funding to implement schemes which directly and adversely imposed charges on the lowest income members of society and the business community.Success with rejection of the Greater Manchester scheme, due to providing evidence that the project was based on erroneous, manipulated modelled data sets, ensured that the same methodology could be applied across the United Kingdom, to facilitate discussion regarding the necessity and realities of such projects.As Chairman and Managing Director, I appeared on BBC TV and radio, dealt with Councillors, MPs and private business representatives regularly, along with directing legal counsel to ensure that the inadequacies of such and destructive system were highlighted directly to central government, resulting in representation to the Prime Minister and subsequent rejection of the Greater Manchester scheme.

The Section's staff are geographically diverse, requiring remote management techniques to be employed accordingly.Prepare reports for member panels on service provision, document and substantiate internal audits, attend strategic meetings and partnership/stakeholder groups.

The unit effectively operates as the direct services function; collating, administering and supervising controlled maintenance, minor maintenance, drainage, minor works, street lighting and remediation. At present the unit's budgetary allocation is approximately £5.5M.I act as the Council's sole authority regarding demolition; co-ordinating, supervising, administering, controlling, approving and assisting clients in determining the optimum method for deconstruction. In addition, I am the Authority's CDM co-ordinator for all demolition projects and associated projects, a role that has received approval by the HSE.; As above, plus:Strategic control and direction of the Highway network Services Highway Operational function.Supervise and co-ordinate all highway functions, inclusive of the street lighting team. I control and approve all highway actions; monitor, designate and authorise expenditure of the unit's £5.5M client and contractor budgets; undertake staff employment, disciplinary, capabilitiy and dismissal procedures accordingly.Actively pursue market changes and direction to develop the Council's workforce; most recently instigating the creation of the Council's own in-house Demolition Team.

Primarily responsible for the highway Streetcare function and Risk Management unit.Managed six Streetcare Inspectors, a Risk Management Co-Ordinator and two ancillary Clerks. Produced the highway inspection process plan and supplementary code of practice, interviewed and trained highway Inspectors; integrating the inspection process into the Authority's third party, public liability claims system. Since the processes inception, third party claims have reduced significantly, saving the Authority expenditure in claims, court administration and insurance premiums. Additionally, I continued to function as the Authority's only Demolition Engineer, a role I still adopt to this date.

Responsible for the operational unit of Highway Network Services. As senior officer, I managed 56 members of the former manual workforce with 18 office-based members of staff, ranging in ability

Responsible for the annual Highways Surface Dressing, Weed Control, Demolition, Overseal Banding, Preparatory Surfacing, Gully Cleansing/ Associated Works Contracts, all highway surface water drainage maintenance and demolition contracts. I prepared all contract documentation, undertook the tendering process, recommended the contractor, managed Health and Safety, specified requirements, carried out site management and approved final payment certificates. Further to this I designed and supervised minor highway improvement schemes, co-ordinated emergency highway excavations, carried out inspections and prepared estimates for the Authority's Structural Maintenance Programme, approved Highways Act (1980) Section 177 notices (objects overhanging the public highway) and carried out general reactive highways maintenance duties. During this period I volunteered as to become the Authority's Demolition Engineer (Client). Primarily acting as Health and Safety Co-Ordinator for the deconstruction of all properties, in private and public ownership, within the Borough.

My duties included the design, supervision and reactive functions necessary in maintaining the Authority's 600km of varying classification public sewers and associated assets under the Schedule A (Maintenance) United Utilities Wastewater Management Contract.

I undertook the survey, preparation of design drawings and collation of maintenance data for subways declared in need of minor remedial works specifically to the lighting, surfacing and parapets.

Duties involved the production of Feasibility studies, highways scheme design, environmental proposals for public enquiry with regards to highway schemes and junction realignments on varying classifications of publicly adopted highways.My principal remit was in the production of highways scheme proposals/ special projects and I designed schemes ranging in cost from £15,000 to £450,000.

Assisted in the topographical surveys of all the Boroughs assets, from highway developments to countryside reclamation schemes.
