I recently drafted the National Treasury Financial Management Capability Maturity Model (FMCMM) for municipalities.The FMCMM is a framework that describes the key elements of effective financial management. It sets out a path that a municipality can follow to develop progressively more sophisticated financial management practices, as needed. It shows the steps in progressing from a level of financial management typical of a start-up municipality to the strong, effective, financial management capabilities associated with more mature and complex municipalities.Initially I was involved with the financial management assistance at municipalities.I was the Western Cape Finance Cluster leader on the Siyenza Manje Programme when it was administered by the Development Bank of Southern Africa (DBSA).The initiative assisted struggling municipalities and the main focus was to stabilize the municipality by implementing appropriate systems and internal controls to guide the municipality to a situation where they perform their mandate.Key performance areas included:• Institute financial controls and systems• Assist with internal and external audits• Assist with improved governance • Assist with functional supply chain management unit• Assist with MFMA implementation• Asset, cash and Debtor management• Budgeting compliance.
