My longest consulting role with them developed out of my risk and project management specialisations when I was asked to be the Programme Director for the Y2k programmes in all of the company's Central Functions businesses - this grouping included operations as diverse as Group Treasury and the Chairman's office, the in-house property company, the data warehouse, central policy units, Group Secretary's Office, Chief Accountant's Department, payroll and pensions, etc. The businesses for which I was responsible were the first in the Group to achieve Y2k readiness, and were reported by the Bank of England to be the first unit of comparable size to achieve it in any UK banking institution - this completion ahead of schedule was also achieved within budget. I advised on the design of a new risk sanctioning system. When the management of my client changed my work to that point was reviewed and the contract was renewed with me also gaining the contract to specify the testing methodology for the system, a job which had previously been intended for in-house staff.

I led 'Project Octopus', the theoretical design and subsequent implementation of a new system for the control and measurement of the Barclays Group’s portfolio exposure to Country Transfer Risk. Implementation required me to obtain ‘buy-in’ from across the Group, secure the backing of the Chief Executive and the Board for the introduction of radical ideas not applied by anyone to this field before, and explain the new process to the Group’s regulators. I led a small team of specialists setting policy and managing risk related aspects of the Barclays Group’s international activities, dealing with government and other agencies (including the Bank of England and ECGD). Primary responsibility for developing Transfer Risk policy globally, and specific regional responsibilities for exposure to the Americas, Asia, Africa and the Middle East. I exercised a very large lending discretion and acted as the Group Country Risk Manager’s deputy.
