Background
As an internationally recognised internet industry leader, activist, policy innovator and cyber governance expert, Peter served as chief executive of the Internet Industry Association from 1997-2011. 
From the outset, he saw cyber security as one of his most important priorities, as he led groundbreaking initiatives in pursuit of a faster, safer, fairer and more trusted internet. Peter: 
• pioneered the development of ‘icode’, an internationally recognised and adopted scheme for early notification and help for internet users by their ISPs of malware infections 
• twice invited to the White House to brief the Obama Administration’s national cyber security leadership on the icode scheme. subsequently adopted in US as CSRIC code.
• ran national malware, spam and spyware campaigns 
• advised on important cyber security legislation including the Cybercrime Act 2001 and the Spam Act 2003
• advisor to Privacy Commission on emerging technology threats to personal information 
• examined feasibility of a national two-factor authentication scheme 
 2005• identified pandemic as one of 4 drivers for remote work in 2005 study• headed industry delegation to Washington under the US/Australia bilateral national security dialogue on critical infrastructure protection
• contributed to the 2002 OECD Guidelines for the Security of Information Systems and Networks
• provided expert advice to Australian and US Legislative Committees on cyber security issues.

Assisting jurisdictions with the development of cross-industry cybersecurity planning and threat mitigation through the formulation and promulgation of best practice standards; moving from end user awareness to positive behavioural change to contribute to the better security of the global internet.

Industry leader and advocate from pre-mainstream to near ubiquity of the internet in Australia. Led the development of the Australian icode scheme to mitigate the incidence and effects of botnets - 'zombied' (externally controlled) end user computers. This program was implemented by ISPs covering 92% of Australian Internet users within 4 months of launch. 5 Eyes interest, instigated by the Australian government, culminated in 2 invitations to the White House national cybersecurity within the executive office. The US consequently implemented a scheme modelled on icode adopted by 22 telcos/ISPs covering 276 million US broadband users. Principal author of 2006 National Broadband Targets, acknowledged as a key driver in the 2007 commitment to a national broadband build. Secured the registration of 4 industry codes of practice under Australia's co-regulatory arrangements. Negotiated US/Australia Free Trade Agreement chapter on intellectual property pertaining to internet caching, hosting, hyperlinking and transmission liability and safe harbours. Successfully advocated for the extension of privacy law to cover the private sector (1997) to promote best practice collection and management of personal information. Secured legislative protection against strict liability copyright offences to intermediaries, and thwarted government moves to require all internet video and audio streaming into and within Australia to be subject to local broadcasting licenses. Generally, long term advisor to industry and government on best practices in the areas of child protection, privacy, digital inclusion, online gambling and cybersecurity. Led industry delegation to Washington in 2002 as part of Australia's bilateral cooperation on critical infrastructure protection against cyber attack. Led the development of industry policy on spam prevention culminating in the Spam Act 2003. Held first 3D virtual immersion international symposium on metaverse legal issues within Second Life (2004).
