Profile bio

About Paul Filmer

I am a politically- and socially-aware scientist who worries about the ability of democracies to make important decisions when their citizens are poorly informed, and have poor analytical thinking skills. I'm known for explaining complex problems in understandable terms, and for my ability as chairman to reconcile opposed public political positions by country government delegations. In addition to developing and managing programs of research for the Federal Government in climate change and evolution, I managed the Twitter and Facebook social media outreach effort for the National Science Foundation after surreptitiously beginning them in 2008, and finally delivering them to a modernized Public Affairs office in 2013.I speak three languages fluently, and can operate passably in several more.I am currently exploring new career opportunities that would put my policy, negotiation, and communications skills to use. All suggestions and leads are welcome.

Program Director, Americas

Current

Currently I coordinate the National Science Foundation's relations with the governments and research communities of countries in the Americas. I am the lead Desk Officer for Argentina, Bolivia, Chile, Colombia, Cuba, Ecuador, French Guyana, Guyana, Mexico, Papua New Guinea, Paraguay, Peru, Suriname, Uruguay, and Venezuela. I am the alternate for Brazil, Canada, Egypt, and Israel.I have developed programs of research for the Federal Government in fundamental areas of science: climate change and evolution. We are tasked with keeping the United States at the leading edge of discovery in areas from astronomy to geology to zoology. So, in addition to funding research in the traditional academic areas, the agency also supports "high-risk, high pay-off" ideas, novel collaborations and numerous projects that may seem like science fiction today, but which the public will take for granted tomorrow. And in every case, we ensure that research is fully integrated with education so that today's revolutionary work will also be training tomorrow's top scientists and engineers.

Jun 1994 - Present

Embassy Science Fellow

Dublin, Ireland

I served as the Embassy Science Fellow for the American Embassy in Ireland, and worked at EirGrid in the Ballsbridge area of Dublin. EirGrid is the state-owned company that develops and operates the high voltage electricity grid in Ireland. EirGrid manages the flow of power on the grid and plans for the future. EirGrid moves energy from generation stations and widely scattered wind farms to heavy industry, high-tech manufacturing and computing centers, and to the general public. EirGrid is also unique in that it operates the critical electric infrastructure not only for the Republic of Ireland, but also for Northern Ireland, part of the UK, a completely separate country. This setup is unique in the world. The U.S. Government is very interested in EirGrid's experience with renewable power sources, because while the US power grid has about 2-4% of total power generated by these asynchronous, highly variable sources, Ireland consistently generates between 20 to 50% of its daily power from wind and solar sources. The management of loads across a network with this high a level of asynchronous sources is an extremely difficult problem, and will be of great interest to US grids as the use of renewables continues to rise.
