New Capital 4800MW Combined Cycle Power Plant Orascom Construction Industries (Egypt) Orascom Construction Limited is a leading global engineering and construction contractor primarily focused on infrastructure, industrial and high-end commercial projects in the Middle East, North Africa and the United States. The New Capital Project has an IFC funded contract value of over EUR 2.8 billion, across 15 Lending banks with SACE as the acting Export Credit Agency. The project is being completed with Siemens in a consortium partnership arrangement. The project has manning levels of over 8,000 men per day at peak construction. Management of all HSE deliverable’s that form part of the IFC (International Finance Corporation) Loan agreement for the New Capital Project. Management of an 80 strong EHS team (Combination of expats and Egyptian Nationals) looking across a construction and commissioning team of over 8,000. Providing strategic advice and direction to the Orascom HSE Director and onsite Project Management teams. Advising onsite Project Management teams around risk management practices for; lifting operation’s, including complex (dual crane/engineered lifts/heavy lifts + 400ton) SIMOPS, permit to work best practice, scaffolding and welding operations, CSE, and work in “live areas”. Management of Permit to Work System (Issuing 800 Permits per week), including all Lock Out Tag Out requirement’s and commissioning team interfaces. Representing the Consortium interests in all Lender and Client (Egyptian Electrical Holding Company – Government Entity) meetings. Coordinating HSE requirements for Civil, Steel Erection and Commissioning phases amongst the consortium partners. Development and oversight of compliant HSE documentation, including HSE Manuals and Emergency Response Plans.
