Philip is a planner, urban designer, and architect with extensive experience in community and urban design, land use/transportation planning, site design, architecture, and feasibility analysis. His work ranges from the region to the detail of specific site and street design. He has been responsible for the management of multidisciplinary teams providing services to both public and private clients, and is project designer and manager for a variety of projects, including:• Regional and corridor transportation and land use projects• Specific Plans and Area Plans• Development of design guidelines• Transit-oriented and mixed-use neighborhoods• Transit station areasSpecialties: The reshaping and revitalization of strip-commercial major streets into mixed-use boulevards providing for shopping, employment, and housing in a more pedestrian-friendly and transit-oriented environment following principles of the New Urbanism. CD+A has worked on corridors along major urban streets, including state and federal highways, in several Bay Area communities, Seattle, Upstate New York, Charlottesville, Virginia, and Tucson, Arizona. Phil was the lead urban design contributor to the ITE Proposed Recommended Practice – Context Sensitive Solutions in Designing Major Urban Thoroughfares for Walkable Communities. Phil also led CD+A’s efforts on the San Francisco Streetscape Master Plan, which provides guidance for urban design, landscape design, and green stormwater management in remaking San Francisco’s streets to serve integrated transportation and infrastructure functions and as a key civic space for all San Franciscans. He was the urban design leader for the Grant Road Improvement Project in Tucson, Arizona where a community education and participation process achieved consensus for expansion and realignment of a 5-mile major urban street into a multi-modal boulevard. Currently, he is leading context sensitive design process for a 2-mile portion of Broadway Boulevard in Tucson.
