Philip Saucier is a shareholder at Bernstein Shur and Chair of the firm's Municipal and Governmental Services Practice Group. His practice focuses on general governance, land use and development, tax increment financing, municipal finance, zoning, administrative and judicial appeals, elections, Freedom of Access Act, and drafting ordinances. Phil has also advised clients on a wide range of legislative and political law matters, including campaign finance, government ethics, and ballot question campaigns. In his energy practice, Phil represents wind and solar developers with land use and TIF matters across Maine. Prior to attending law school, Phil worked as an urban/land use planner at Sasaki Associates, an international architecture and design firm. Phil has also served as a senior policy and legal advisor for Governor John E. Baldacci and as a law clerk for the Hon. John A. Woodcock, Jr., U.S. District Court for the District of Maine.Phil was a member of the City of Portland Board of Appeals for over 7 years (including 3 years as Chair), and a member of the Cape Elizabeth Conservation Committee. He is now serving in his second term on the Cape Elizabeth School Board.Phil enjoys cooking, hiking, and playing tennis, racquetball, and pickleball- and loves to travel with his wife Kate and children Louis and Ava as much as possible.
