Plans, organizes and performs complex analytical work to further enhance the revenue collection for the Bureau of Delinquent Revenue. Supervises subordinate staff by monitoring and reviewing daily activity reports. Audits time sheets, logs and time off requests of staff members, and then manages staff availability and scheduling.Trains and coaches the work flow of collection officers by creating procedural manuals to execute more efficient and productive work detail. Conducts Monthly Performance Audit Reviews, and then provides feedback to improve the collection process.Makes recommendations for Performance Improvement Plans, when necessary.Manages account distribution by dispensing a weekly and monthly action plan to effectively liquidate collection inventory. Creates Recall and Easy-Out Reports to better manage collector inventory to identify high balances and time-sensitive tax obligations. Reviews and confirms Outside Collection Agency account recalls and audits.Produces and manages special project tax lien filing processes to secure more revenue for the City and County of San Francisco (CCSF).Performs duties as an Interdepartmental Liaison to improve cross-pollination of CCSF Departments pertaining to Business Taxes, Registration, Licensure and other related tax obligations due the City and County of San Francisco.Adapts to constantly-changing Municipal, State and Federal laws that govern tax types, fees and licensure.Develops, organizes and directs delivery of administrative services, functions, processes and operations including personnel, health and safety, budget and financials, purchasing, facility management, contract and work order service agreements, records management and retention.Manages special projects, customer service initiatives, legislative, programs, policies and procedures, and represents the Bureau of Delinquent Revenue on various administrative, personnel, fiscal matters, and performs other related duties, as required.

Explains county policies and legal requirements of the SF Business Tax & Regulations Code.Confirms licensure and registration of businesses involving delinquent revenues due. Collects all relevant taxes and fees by performing research, including location and asset searches.Negotiates and calculates payment schedules and installment agreements. Reconciles balance billing issues and check controls.Creates spreadsheets of all tax obligations due, including calculations of payroll expense tax and interest.Identifies unregistered business activities through the use of computerized databases, to assure proper compliance with San Francisco Municipal business tax, license and fee ordinances. Reviews and processes business registration forms, applications and certificates, and similar City and County forms such as health licenses, unsecured personal property tax bills, and supplemental real estate taxes.Files, collects on and enforces liens by serving legal documents for judicial action enforcement of licenses, business taxes, and other city and county obligations pursuant to local, state and federal law. Compiles evidence and appears in administrative and/or judicial proceedings as a witness for the City. Maintains records, both digital and legal copies, and prepares factual reports.
