CIO Portfolio Office

Philip implemented and enhanced the role of Control & Assurance Manager for Serco’s CIO, which had a portfolio of £50m of IT projects, including SAP HR & Finance implementations, data centre moves, security and global IT management transformations. He developed, documented and implemented new processes across the CIO function, including Programme & Project.

Philip was responsible for upgrading the analysis and reporting mechanisms and tools for a portfolio of 130 IM projects (£195M). This included designing a complex portfolio reporting tool, pulling together data from multiple sources and formats to give a holistic view of portfolio status, and leading the development of a new portfolio milestone tracking.

Barclays Cycle Hire SchemeThis £140M programme has implemented an innovative new cycle hire public transport service for TfL against a very ambitious timescale. The Programme delivered 6,000 bikes, available across 330 docking stations within an area broadly the same as London Zone 1. The delivery team included six work streams, with multiple consultancies.

Accountable for setting up a programme support office for a new internal Highways Client in the Road Network Management directorate, leading a team of five analysts and accountants. Created and tracked annual targets for the highways engineering programme (70+ Engineering PM’s, £45M pa), implemented new reporting and restructured and facilitated programme.

Responsible for the planning and coordination of all Road Engineering projects for the whole of the TfL South London network. Managed reporting from 20+ Engineering PM’s, and was responsible for assuring reporting from the key supplier. Drove timely delivery of projects and ensured that delivery targets were achieved three years running.
