About Philippe Martin, Phd

Philippe Martin is Senior Policy Advisor (Multilateral Affairs) in the International Affairs Branch at Environment and Climate Change Canada. I represent Canada in the negotiations for the development of a new global agreement on plastic pollution. I am the lead negotiator on finance and other means of implementation.I joined the federal public service through the Recruitment of Policy Leaders program. Before working for the Government of Canada, I taught university courses in international and comparative politics (China), and social science research methods. I also worked in project management and research in the fields of international development and human rights promotion.I earned a PhD in political science from the University of Ottawa. My doctoral thesis focused on civil society, market reforms and authoritarian governance in China. I also have a master's degree in international affairs from NPSIA, a graduate certificate in Chinese studies from the Hopkins-Nanjing Center, and an undergraduate degree in economics.
