Mr. Keyes has over 35 years of experience in civil engineering with a focus on the fields of water, wastewater, and stormwater infrastructure projects. He has served as a Project Manager and Design Engineer associated with facility planning, hydraulic modeling, design, developing permitting applications, and construction oversight administration of pipeline opencut/HDD/micro tunneling, sewage pumping stations, water booster pumping stations, stormwater, and civil-related projects. He has also assisted clients in developing successful funding, packages, and negotiations of interlocal agreements. Mr. Keyes worked in the public sector for eight years as the Design Manager for the City of St. Petersburg. His responsibilities as the Design Manager included over site of approximately fifty design consultants’ agreements for design services needed for City departments along with the oversite of approximately twenty in-house staff for internal design projects. Responsibilities also included assisting City departments in developing their City’s Capital Improvements projects, developing funding/grant packages, and conducting meetings with the neighborhood associations stakeholders related to specific projects.
