Responsible for managing multi-disciplinary projects, the team, sub-consultants and stakeholder’s expectations through the identification and development phases (detailed planning and design) and execution of over 90 railway structures and track replacements, including 13 stations renewals as part of major period maintenance projects across the Victoria Rail network.

Phil further developed his areas of expertise in bridges, rail structural designs, team, and project management during his time at WSP London, UK. He is well adept in broad range of international and local rail standards and Engineering software’s. Leading the design team on several key projects including:-New Waterbeach Station, Cambridge, Cambridge City Council (Bridges, station and platforms) 2018 Sustainable Development of the year-Northern line Extension for London Underground -Old Street Station Redevelopment, Transport for London -Paddington Station Upgrade, CrossRail, Transport for London -Tottenham Court Station, CrossRail, Transport for London -Civil Assessments Framework Agreement (CAFA) Level 1 reviews, Network Rail -Westminster City Council Contract - upgrading and development of public realm schemes and structures throughout the Westminster Borough.

Phil worked as part of the Technical Advisory team in the Outer Suburban Arterial Roads Project (OSAR). In addition to assisting the Lead project manager leading a multidisciplinary team of 120 people to develop and procure OSAR Western package PPP. Phil was also the technical lead on level 2 & 3 Structure Inspections, engaging and liaising with sub-consultants and subsequently carried out several structural assessments; developing strengthening solutions to structures for the west and southeast packages. Suncorp Project, Victoria Division.Phil is responsibility for the whole state of Victoria’s claims undertaking numerous non-invasive forensic inspections of structures, and preparing complex dilapidation assessment reports, including recommending complex repair strategies. Phil has met and exceeded all KPIs and has successfully completed over 300 tasks.Phil also provided technical support and professional services on Melbourne Freight Terminal and Melton Highway level crossing removal tendering.

Phil was recruited and taken under the tutelage of Lojac's Engineers, and Project managers - he was the contract administrator lead for the residential subdivision construction from initiation to completion. Coordinating the negotiation of contracts between the client, project manager and contractors.Phil was also involved in the estimation and tendering process for the Allarah Estate, residential subdivision. The contract was successfully awarded to LOJAC Civil Ltd. Phil was assistant project manager and contract administrator for stages 1 & 2; delegating and overseeing work to contractors whilst carrying out regular KPI evaluations.

Phil was the site manager’s assistant on the construction of the 81 residential apartments, containing over 7 levels including basement car parking from excavation to handover. Phil was responsible for delegating to contractors and workers, and overseeing all trades involved in the construction process.Phil was the Foreman’s assistant and head laborer on the construction the low-rise residential development, compromised of 77 apartments. Phil engaged in general site and OH&S duties regularly, assisting with traffic management plans and traffic controlling. Learning to read and understand design plans preparing site layouts.
