This ~$48B/year budget planning effort was the leading edge for the Marine Corps’ modernization effort which included paradigm-changing systems, emergent technology, and commensurate training and support requirements. This included maturation and integration of multifaceted, dynamic, and multi-layered networks to ensure multiple, complex systems across the U.S. military, allies, and partners.Led risk analysis for USMC budget planning in 2021 & 2022. Analysis was specifically focused upon USMC’s paradigm shift of conceptual and programmatic departures from traditional and recent organizational constructs to a modernized force. Managed implications of Defense Department reductions and Congressional Marks on USMC budgets for 2020, 2021, and 2022 which included risk to the USMC as an institution, its ability to execute its legally required missions, and political considerations.
