The Pennsylvania Treasury department is responsible for over 25 million annual payment transactions worth more than $100 billion, but its IT systems were built during the 70s. My assignment as the Chief Information Officer is to develop comprehensive information and communications technology strategy (ICT) and execute the IT Transformation and Modernization program to bring the Treasury’s IT systems to 21st century standards.• Developed and executed Treasury Transparency project (Design Thinking and Agile project)• Responsible for all IT systems of Commonwealth of Pennsylvania's Treasury, lead efforts to transform and modernize Treasury Infrastructure.• Completed the largest and most complex, multimillion-dollar ERP project ever under taken by Treasury, which replaced a 30 years old Mainframe, and COBOL applications on schedule and under budget. • Transformed and modernized Treasury’s IT infrastructure, delivering a projected $42 million ERP project on time and approximately 16% under budget with no change orders. • Treasury’s IT Transformation and Modernization program is on track to end on time and millions of dollars below the budget.• Implemented two ERP systems, Microsoft Great Plains and Oracle PeopleSoft, implemented the Microsoft CRM system, modernized the PC Network, and successfully migrated end users to Windows 8.1 Office 2013 as part of the Transformation program. • Completed data center modernization, which is also a green project. Servers’ virtualization and Mainframe replacement saved Commonwealth $35,000 annually in electricity cost.• Developed and executed strategic plan to align technology initiatives and budget dollars to support mission critical needs of the agency.• Developed and executed Cyber security awareness program for Treasury

Developed classroom and online curricula for MBA program’s Project Management specialization courses.Taught Organizational Leadership and Behavior, Project Management and Applied Strategic Management, a capstone course in the classroom for graduate students.Worked with Korean University professor in the Research paper of “Critical skills and knowledge requirements of global IS Project manager”

Served as the Director for the multimillion ERP Financial and HCM upgrade project for the State of Delaware.(40,000 State employees and 5000 end users).Total staff :250- 300 The project went live in July 2010. (HCM modules HR, Payroll, Benefits, Time and Labor; Financial modules – GL, AP, AR, Billing, CM, GM, AM, e-Procurement, PC)
