• Review pre-solicitations and interpret design and construction requirements for: plans/specs/technical RFP objectives, optional and/or desired items, and award criteria to provide early input to optimize the business development process for selection of contracts• Supervise and participate in the project pricing strategy, assign tasks as appropriate, and participate in project implementation(handoff to operations after a successful notification as offeror), as required.• Coordination, planning, and oversight efforts for assigned estimates• Oversee the preparation of the general conditions estimate in accordance with the RFP and the design intent• Review cost planning assessment of project risks and opportunities including any design development and procurement.• Be accountable for the overall outcome of the assigned estimates and for all project proposal pieces and negotiation pursuant to estimation duties and functions• Ensure that estimates incorporate the effects of construction phasing, schedule, RFP requirements, general conditions and any other relevant factors.• Ensure accuracy of all small business participation and percentages as required to complete subcontracting plan for each project.• Ensure all relevant reviews occur, including design progress reviews and relevant management review of estimates; ensure, in cooperation with other team members and the Operations Manager that the project cost plan and scope of work are fully aligned.• Understand local market conditions and maintain contact with suppliers, subcontractors and professional consultants.• Analyze subcontractor market coverage survey and incorporate into estimate and/or make recommendation to management.

Prepare a comparison sheet.- Coordination and checking of all tender drawings.- Assess the variation order.
