About Phil Proctor

During my thirty years’ experience within the consultancy industry, I have held several senior posts; these include Operations Director at Trident Consultants, Business Manager and Technical Director at Parsons Brinckerhoff, and Team Leader, Service Stream Leader, Assistant/Deputy Business Manager at Ricardo Rail. I have many years’ practical systems engineering, safety and risk management experience in a wide range of high hazard / safety critical business sectors but predominantly the rail industry for both heavy rail and metro systems. I am an experienced Engineering Safety Management and CSM practitioner, and have taught the application of the CSM regulations, and developed ESM and CSM submissions, working with CENELEC standards 50126, 50128, and 50129, for conventional and “in-cab” signalling systems, rolling stock, and trackside equipment for various companies including Network Rail, Alstom, Enotrac, London Underground and VolkerRail.
