Dr. Liu Qiang is now the Director Climate & Deputy Chief Representative China, Children's Investment Fund Foundation (CIFF), taking charge of climate portfolio funded by CIFF in China. He has been engaged in energy and climate change related program management and policy research for around 20 years. He participated in the drafting and compilation of Chinese climate change and energy policies for many times and led more than 50 key national and international projects.He worked as the Director of Strategy and Planning Department at the National Climate Strategy Center (NCSC), Ministry of Ecology and Environment from June 2012 to May 2019. Before that, he worked as the Deputy Director at the Energy Research Institute, National Development and Reform Commission from July 2001 to May 2012. He also served as the Lead Reviewer of UNFCCC, Co-chair of two climate change negotiation items under UNFCCC, Negotiator of Chinese government for climate change, Senior Consultant of International Energy Agency, General Secretary of energy and environment committee of Chinese Energy Research Association. Dr. Liu Qiang holds a Ph.D. degree of Resource and Environment Economics from the University of Chinese Academy of Science, a M.Sc. degree of Environment Science from Beijing University of Technology and a M.Sc. degree of Climate Change from the University of East Anglia (UK) as a Chevening Scholar.
