As a Senior Technical Advisor at the Presidency of PDVSA from 2017 to 2023, I successfully supported the President of PDVSA in accelerating oil and gas production onshore and offshore in adverse conditions, evaluating mixed companies of PDVSA-CVP and its financial situation and strategy, and identifying innovative business opportunities. My contributions also extended to coordinating meetings with IOCs and NOCs, partners in mixed companies with PDVSA-CVP, and major service companies operating in Venezuela. Additionally, I evaluated new proposal opportunities in E&P offshore development, mature fields, Orinoco Oil Belt developments, and exploration prospects to support the decision-making process at the E&P Vice-presidency. My expertise in HSE, legal affairs, finance, business development, and E&P allowed me to develop new schemes to sustain production with limited budgets and hard constraints. My main challenge was balancing competing priorities while maintaining an assertive approach toward the increasing production goal through innovative business strategies.

My responsibilities included advising the Minister on various business matters, such as analyzing the rocky geopolitical ride and the impact of foreign policies on the Venezuelan oil and natural gas business, evaluating the geopolitical situation in the Middle East and its effect on Venezuelan policies, and ensuring standards were observed in such circumstances. Additionally, I kept a close eye on the world oil price situation and the variables that may impact price dynamics. I also represented the Minister as a delegate at the Joint Ministerial Monitoring Committee Meetings of OPEC-NON OPEC countries. My expertise in international affairs provided valuable insight to support the Minister's decision-making process.

Senior technical advisor on elevating the organization's capacity to develop an ongoing systematic approach to advance on projects using Project Management standards (PMI/Prince), Primavera Software, and state-of-the-art HSE procedures. During this time, I had the responsibilities of analyzing and advising on several technical issues: 1.- Evaluate opportunities for monetizing offshore natural gas resources using offshore mobile units (Gas to Wire, Compressed Natural Gas, Floating LNG and GTL) on territorial waters (150.000 Kms2) with 31 TCFs of natural gas reserves and 200 TCFS of Natural Gas reserve expectations and HSE constraints; 2.- Joint project with Foster Wheeler in the construction of 3 unmanned offshore platforms for Perla Field (ENI-Repsol Project). 3.- Evaluate shipyard reengineering and expansion projects to build offshore platforms, FPSO, and other mobile offshore solutions; 4.- Coordinate with PDVSA Exploration and Production opportunities for developing E&P infrastructure using our shipyard capabilities; 5.- Extensive analysis on social and sustainable development in the grass root project of Astialba Shipyard; 6.- Shipyard reengineering proposal to accelerate construction of vessels applying state of the art methods; 7.- Evaluate the regional supply chain and industrial opportunities interconnected with the development of new shipyards in Venezuela. PDVSA Naval, a subsidiary that undertakes the responsibility to construct Alba Shipyard (build vessels up to 400.000 TPM); manage, rehabilitate, and expand Astinave and Dianca (largest existing shipyards in Venezuela); operate Albanave (vessel owner); and acquire and surveyed the constructions and classifications of a fleet of more than 20 crude and product tankers (Suezmax, Aframax, Panamax and product vessels) in China, Brazil, Argentina and Portugal. I learned first-hand lessons from experts and top-level well-known leaders in the shipyard, maritime industry, and classification societies.

I was part of the board of Directors of the new affiliate since its creation in which PDVSA assigned its best young executives. As founder-director, in charge of creating and consolidating 9 JVs (partners from China, USA, Argentina, Spain, Portugal, and Russia). I was the director whose duties included: HSE, Engineering and Construction, Human Resources, Planning, and Finance. The team pushed forward an aggressive and firm strategy and PDVSA Industrial in 2012 (5 years after its creation) had 78 productive units (mostly grass root projects) producing capital goods for the oil industry in areas such as metal mechanics, electronics, heavy machinery, chemical materials and infrastructure development with a total generating 10.000 jobs with a total income of 1.7 Billion US$. In addition, I was the executive director in charge of VHICOA (Heavy Industry) and the project of constructing and installing the offshore platform “4F” designed to manage 70 MBD in Corocoro Field, Gulf of Paria. I was also the founder and president of a JV with CNPC (China National Petroleum Company) to design, build, and assemble drilling rigs with a total production of 29 rigs (from 1000 to 3000 HP). I was the project director for wind turbines and solar farm construction. As HSE Director, I had to implement an HSE system using ISO 14001, ISO 31001 and OHSAS 18001. Dealing with PDVSA Industrial led me to gain vast technical experience in the supply chain spectrum of the oil and natural gas industry.

Responsible for developing the short and long-term Corporate Production Business Plan. Main activities involved portfolio management, oil and natural gas production capacity analysis, business analysis and development, HSE guidelines and procedures implementation, control and monitoring of project execution, technical conferences coordination, financing schemes visualization, market analysis, competitive strategies, and business scenarios for E&P. Project Manager of Petropedia (PDVSA's knowledge asset). I was in charge of the visualization and conceptualization of PDVSA’s new affiliates such as PDVSA Industrial and PDVSA Servicios, as part of the PDVSA diversification plan. I Monitored a budget (CAPEX+OPEX) of $7.1 billion a year. As production planning manager, the corporation we were able to increase production from 2817 to 3260 MBD (16%).

Joint studies with Wood Mackenzie elaborating the Business Plan. In the Eastern Venezuela Region, I was in charge of preparing the Exploration & Production, Refining, and Natural Gas business plan which includes: aligning programs, projects, and operations to strategic objectives; reviewing and prioritizing exploration and reserves development opportunities; evaluating reservoir characterization studies; analyze and forecast drilling activities and rig fleets; HSE plans; work collaboratively with production department to simulate production scenarios and facilities development projects; visualize revamping and grassroots refining and natural gas projects; measure, rank and prioritize programs and projects to optimize the portfolio models; estimate and monitor operational annual budget; elaborate natural gas and energy matrix balances; prepare CAPEX and OPEX scenarios and run portfolio simulations; and prepare reports to inform the board of directors and shareholders. I work in the development of the business and HSE plan and control execution for oil and gas production, transporting, storing, and refining 1.4 MMBPD of oil and 3,400 MMSCFD of natural gas, with a total annual investment plan of 3.1 billion US$ increasing oil production from 925 to 1025 MBD (12%). In addition, I was responsible for preparing the business and HSE plan for the Puerto la Cruz and El Palito refineries.

I was part of a joint project with Schlumberger to drill exploratory wells (the first PDVSA Offshore project in 20 years). Key responsibilities include interpreting field and well information to predict reservoir pressure, HSE management, and hazards control, locating shallow gas hazards, allocating natural gas resources, executing reservoir surveillance operations during drilling operations, designing and operating well testing operations, predicting reservoir well performance and design completion (using Pipesim and Wellflo), interpret well test data (pressure transient analysis using KAPPA – Saphir and PanSystem) for reservoir characterization and natural gas reserves evaluation, perform reservoir simulations (Eclipse 300), prepare Resource Assessment (Capex and OPEX forecast) and participate in a collaborative study on natural gas reservoir management, field development, and reservoir unitization. As a reservoir field engineer, supervised the drilling and data capturing in 4 exploratory offshore wells in the Plataforma Deltana Area

I was the leader engineer of technological projects for natural gas, condensate, and heavy oil deposits development implementing new well designs (underbalanced drilling, high angle, and multilateral wells). Development of reservoir simulation models using Eclipse 100 and 300. I was appointed as leader of the Technological Project in the Santa Rosa field, Anaco (mature condensate reservoirs).

Professor in postgraduate courses on Geopolitics, HSE, and Advance Drilling (Master in Reservoir Characterization and Exploitation). I also collaborate with in the orientation and induction program for new hires that covers areas such as petroleum history and geopolitics. I work in coaching, PNL, and motivation.

Main duties covered drilling and workover, HSE, and field operations at HPHT deep wells (up to 23.000 feet and 9000 psi). I was in charge of drilling successfully 7 wells on record time and performing activities such as preparing the drilling program, well design, and HSE procedures, coordinating and performing on-site rig day-to-day operation and inspections, managing the drilling budget (7 MM$ per well), coordinate field materials requirements and inventories, lead drilling field operations as rigging up/down, running and cementing casing, well control and wire logging, summarize progress reports and prepare End of Well report. I was in charge of the project to develop software for knowledge information systems. I was part of a well-controlled control trained and specialized team.

Within a training program between Corpoven and PDVSA CIED, I was trained (856 hours of practice and theory) as a 24-hour drilling supervisor of pressure & high temperature (HPHT) deep wells on state-of-art drilling operations and HSE procedures and application on high risk well control. Subsequently, I was assigned to E&P North of Monagas deep wells drilling operations for training-on-the-job purposes.

I did an internship at Corpoven in the Maintenance & Service Department. I applied TQM tools and ISO9000 to the maintenance and certification process for high-capacity air conditioning units (1000 tons) with water-cooled chiller systems and air handling units.
