SEIU Maryland and D.C. State Council, August 2018 – November 2018 Baltimore, MD Indpendent Expenditure Consultant • Managed Indpendent Expediture camppaign budget of $160,000 to support Democratic nominee for Gov. Ben Jealous, along with 3 targeted County Executive races with two seats held by Republicans. Activities included targeted digital ads, mail and cable TV. • With the help of the SEIU State Council along with other statewide labor organizations which included, Maryland State Education Association, UFCW Local 29, 1199 SEIU Healthcare Workers East and LiUNA Mid -Atlantic, Democrats took back two of the three County Executive seats along with electing new progressive legislators throughout the state.

• Managed a coalition of 3 state based grantee organizations along with communications firm, Democrat and Republican lobbyists in the implementation of a coordinated campaign plan during the 90-day legislative session. The plan included targeting House and Senate committee/leadership, research, polling, digital , earned and paid media along with grassroots lobbying efforts that passed 3 of our 4 priority bills during the 2019 Maryland General Assembly legislative session.• Prescription Drug Affordability Boards HB 768 will create the first Prescription Drug Affordability Board in the nation.• The Easy Enrollment Act (HB 814) Maryland Easy Enrollment Program, under the bill, an uninsured Marylander can start the enrollment process by simply checking a box on their state income tax return. • Maryland Community College Promise Scholarships (SB 0260), which alters the requirements to allow residents to take non-credit courses that lead to licensure or certification and registered apprenticeships. • Paid Family leave did not pass but will remain a multi year effort. • Approve state grantee propsals and managed budget to support campaign activities which totaled over $200,000.

Maryland 2018 Democratic Primary, directed all strategic and daily aspects of the County Executive campaign, as well as overseeing the team of outside consultants, negotiated vendor contracts, managed polling, media, compliance, research, fundraising, and digital/press communications and 7 full time staff.

• Principal Deputy of a competitive U.S. Senate primary that managed daily campaign operations, which included endorsement interviews, surrogate program, political call time, press and outreach events and overseeing the political and field team. • Led the effort to secure endorsements of state local and national elected officials, labor leaders, party activists, business, faith leaders and grassroots organizations along with the support of our coalition of 16 endorsed national and local labor unions.

Managed the Maryland and Washington D.C. primary and general election endorsement process, internal member mail program and PAC budget.

• Implemented coordinated legislative outreach strategy to engage members of the House of Representatives’ Education and Workforce Committee, the Senate Health, Education, Labor and Pensions (HELP) Committee, various House caucuses, state - local governments around the country as well as national stakeholder groups. • Coordinated with internal agencies on Congressional briefings, memos, testimony, hearings, calls, webinars and plan special events on labor policy with senior agency officials, state and local government, national stakeholders and Members of Congress.

• Designed and implemented outreach strategies along with press and communications to inform constituency groups such as: seniors, veterans, nonprofit organizations, grassroots neighborhood leaders, faith, ex-offender groups, youth and the small business community. • Organized community forums, legislative updates, town hall meetings and press conferences on domestic issues. • Planned the Member’s first nonprofit conference with leading experts in government, private industry foundations, and nonprofit experts attended by hundreds of industry advocates and professionals in the DC metro area focused on sustainability, growth and collaboration. • Served as lead intergovernmental affairs staff to federal agencies, state legislature, and local governments. Also managed the member’s advisory board of key industry leaders in the nonprofit, labor, aging and small business sector to help guide the Member’s legislative agenda.
