I am an entrepreneurial leader with the track record of leading the transition of the University of Louisiana to the prestigious Carnegie R1 University, and a Top 90 Public University in the US. In my role as Vice President, since 2013, I have established the overarching vision, provided tactical direction, and developed strategic priorities and partnerships. Working with the senior administration of UL, and as its Chief Research Officer, I have led efforts that have galvanized the transition of the University into the prestigious Carnegie R1 Top-Tier University in 2021, for the first time in its 125-year history – a designation held only by the top 3% of US universities. Under my leadership, UL has increased its annual R&D expenditures from $62M in 2013 to $225M in 2023, a growth of 262%, while increasing its post-doctoral & research scholars by 1678% and innovation outcomes (patents issued) by 1200%. I have served as UL’s point-person in helping recruit IT and biotech companies, helping create more than 2000 knowledge-economy jobs in the region. I am leading efforts in Louisiana to develop biomedical R&D and innovation corridor anchored in New Iberia.Throughout my research career, as Principal Investigator (PI), I have generated more than $150M in l funds from federal, state, and industry sponsors. I am a tenured Professor in the School of Computing and Informatics with expertise in Data Science, healthcare, disaster management and P3’s. I have served as the Chief Innovation Officer for the US Department of Health and Human Services in Washington, D.C, during 2019-2020, working on expanding the role of data science, and AI/ML. As member of executive team at HHS, I was involved in efforts to address the COVID-19 Pandemic. Additionally, I serve as a member of the FEMA National Advisory Council under the administrations of Presidents Trump and Biden. I have served as a member of the Executive Committee of the APLU Council for Research; have been appointed by Gov. Edwards as Commissioner of the Louisiana Cybersecurity Commission; have served as Chairman of Lafayette Economic Development Authority, Trustee of the Lafayette Public Innovation Alliance, Executive committee member of OneAcadiana to advance local and regional economic development and currently serve on the Board of Directors for Ochsner Lafayette General.My motto is "Research for a Reason” - research as a tool to solve societal problems, create economic development outcomes, and improve socioeconomic mobility of all Americans.
