•Led the software development and sustainment of the USMC Common Aviation Command and Control System (CAC2S) program, a Major Automated Information System (MAIS) Acquisition Category (ACAT) 1AC program. •Provided mature acquisition and software project management, from the component level and throughout the enterprise architecture across organizational boundaries, to integrate several COTS and GOTS software packages resulting in the timely delivery of over ten major and minor software/firmware releases between January 2014 and December 2017.•Led and managed the development and delivery of the CAC2S Common Software Baseline (CSB) for the fielded CAC2S Phase 1 and Phase 2 systems. The CSB resulted in savings of more than 25 million dollars over the CAC2S software life cycle costs.• Coordinated with the Chief Systems Engineer the execution of design reviews (PDR and CDR) for the CAC2S software. Analyzed, prioritized, and tracked to completion over 600 technical comments resulting in improvements to the proposed design. • Led the development of software requirements and resource estimates for the Request for Proposal (RFP) in support of the multi-million-dollar CAC2S Phase 2 Production and Software Sustainment contract. Conducted technical evaluations of Contractor proposals and monitored Contractor’s performance in accordance with the SOW. Assisted in technical negotiations with the Prime Contractor and subcontractors on multi-million-dollar contracts to assess compliance with contractual terms for schedule, cost, and technical performance in the areas of software design, development, and sustainment.

• Managed the development of system level requirements for the USMC Amphibious Combat Vehicle (ACV), a pre Major Defense Acquisition Program. Applied Systems Engineering principles to provide a technical solution for the development of the ACV System Specification. Provided technical oversight of selected SE processes from requirements elicitation, analysis, traceability, configuration control, and management. • Responsible for development of the architecture of multiple DOORS databases and support to project management, development, and test teams with PM-AAA. Monitored and maintained integrity of requirements traceability during the development phases of the ACV program. Developed and implemented common best practices and processes for DOORS to support requirements management throughout the Program Office as part of the Systems Engineering Directorate. Developed and led the execution of the program plan for the Electronic Vehicle Control System (EVCS) subsystem of the Expeditionary Fighting Vehicle (EFV), an Acquisition Category 1D USMC program.Provided oversight to Prime Contractor's EVCS development efforts for the Systems Development and Design Phase 2 (SDD-2) of the EFV. Analyzed and assessed monthly EVM reports and provided senior management with recommendations for corrective actions. Maintained CPI and SPI levels at 98 percent or better.Coordinated with Systems Engineering group the execution of design reviews (PDRs and CDRs) of two major EVCS electronic components. Analyzed and prioritized over 400 technical comments resulting in improvements to the proposed design. Improvements were validated during the program's Reliability Growth Test cycle conducted in the 2010-2011 timeframe.Managed the development and integration of all EFV mobility and fire control software. Responsible for cost, schedule, and performance of Software Development and Lifecycle planning activities in excess of 100 million dollars during the SDD-2 phase of the program.Organized and coordinated engineering analysis activities of well over 10K detailed software requirements representing the allocated system baseline. Requirements were implemented during a 5 year development cycle. Directed a phased implementation approach taking into consideration functionality required to support Development Test (DT), Operational Test (OT), and RGT cycles.Led the integration of the Marine Air Ground Task Force (MAGTF) set of Command and Control applications for the EFV program. Successful implementation facilitated System Data Exchange (SDE) testing leading to validation of Net Ready Key Performance Parameter (KPP) for the program.Responsible for development and maturation of the EFV Systems Integration Laboratory (SIL).

Planned, executed, tracked and coordinated software development efforts for a team of twenty developers for the MK 160 GCS for U.S. Navy, U.S. Coast Guard and Foreign Military Sales (FMS) customers.Planned and coordinated GCS software deliveries in support of AEGIS combat system test integration events. Task manager in charge of a team of three software developers engaged in the conversion of the ACTS Scenario Development System (ASDS) graphical user interface from Open Look to OSF/Motif.
