About Randy Layman

Public finance credit and policy analyst primarily covering U.S. local governments and municipal utilities. Have assigned nearly 1,000 credit ratings to municipal bonds in almost every state and am S&P’s subject matter expert in land-secured transactions, including debt backed by special property taxes, TIFs, and special assessments. As a leader in S&P’s efforts to incorporate environmental and climate change risks within credit analysis, I am passionate about the promotion of climate change mitigation and resilience strategies. Maintain working relationships with senior government staff, politicians, institutional investors, and investment banks, and frequently speak at external conferences and investor roundtables. Lead a team of analysts covering municipal debt in the central U.S. and enjoy mentoring and training opportunities. My background on a fixed income trading desk and as an analytical consultant for institutional asset managers provides a strong foundation in market technicals, relative value analysis, and bond pricing. Experience with two federal agencies also provides a working understanding of government budgeting and regulatory processes. I add value by synthesizing complex situations into understandable analyses, publications, and presentations. I actively seek opportunities to improve operational processes, promote ESG-related initiatives, and enhance data-driven analytics.
